Abstrakt: The qualification work is devoted to the development of an information system that supports change management processes in higher education institutions. The first chapter analyzes the specifics of educational management in the context of digital transformation and highlights the relevance of adaptive management models. The second chapter focuses on designing the system architecture, which integrates modules for planning, stakeholder communication, and monitoring the results of innovation implementation. The third chapter presents a description of the functional capabilities of the developed system, the results of modeling managerial decision-making processes, and an assessment of the effectiveness of document flow automation. The work proves that the use of specialized IT tools reduces resistance to change and promotes the humanization of the educational environment. Additionally, the project's economic indicators and life safety requirements when working with computer equipment are considered
