Ефективність функціонування системи публічних закупівель України в умовах кризових викликів та європейської інтеграції

Abstract

Досліджено ефективність функціонування системи публічних закупівель України в умовах трансформації публічних фінансів, децентралізації управління та впливу кризових соціально- економічних чинників, зумовлених пандемією COVID-19 і повномасштабною воєнною агресією російської федерації. Публічні закупівлі розглянуто як один із ключових інструментів державної фінансової політики, що забезпечує задоволення суспільних потреб, підтримання економічної стійкості та раціональне використання бюджетних ресурсів. Обґрунтовано зростаючу роль закупівель у структурі публічних фінансів та їх значення для реалізації соціально-економічних, оборонних і відновлювальних програм держави. На основі аналізу статистичних даних за 2020–2024 роки здійснено оцінювання динаміки кількості оголошених, успішних і неуспішних лотів, що дозволило визначити рівень результативності закупівельних процедур та якість планування. Встановлено, що попри істотні коливання обсягів закупівель абсолютна більшість процедур завершувалася успішно, а частка неуспішних лотів мала стійку тенденцію до скорочення, що характеризує підвищення професійної спроможності замовників і вдосконалення інституційного середовища. Проаналізовано причини неуспішності процедур і розірвання договорів як індикатори конкурентного середовища, якості підготовки тендерної документації та ефективності бюджетного планування. Досліджено середню кількість учасників конкурентних лотів як показник рівня конкуренції та довіри суб’єктів господарювання до електронної системи закупівель Prozorro. Проведено оцінюання фінансової ефективності шляхом зіставлення очікуваної вартості закупівель і цінових пропозицій переможців, що дозволило ідентифікувати наявність істотної бюджетної економії. Зроблено висновок про збереження ефективності, адаптивності та фінансової результативності системи публічних закупівель України навіть в умовах значних кризових викликів і обґрунтовано доцільність подальшої імплементації європейських принципів з метою підвищення прозорості та стійкості використання публічних коштів.

The article examines the effectiveness of the functioning of the public procurement system of Ukraine in the context of the transformation of public finances, decentralization of management and the impact of crisis socio-economic factors caused by the COVID-19 pandemic and the full-scale military aggression of the Russian Federation. Public procurement is considered one of the key instruments of state financial policy, which ensures the satisfaction of public needs, maintaining economic stability and rational use of budget resources. The growing role of procurement in the structure of public finances and its importance for the implementation of socio- economic, defense and restoration programs of the state are substantiated. Based on the analysis of statistical data for 2020–2024, an assessment of the dynamics of the number of announced, successful and unsuccessful lots was carried out, which made it possible to determine the level of effectiveness of procurement procedures and the quality of planning. It was found that despite significant fluctuations in procurement volumes, the absolute majority of procedures were completed successfully, and the share of unsuccessful lots had a steady tendency to decrease, which characterizes the increase in the professional capacity of customers and the improvement of the institutional environment. The reasons for the failure of procedures and termination of contracts as indicators of the competitive environment, the quality of preparation of tender documentation and the effectiveness of budget planning were analyzed. The average number of participants in competitive lots was studied as an indicator of the level of competition and trust of business entities in the electronic procurement system Prozorro. An assessment of financial efficiency was carried out by comparing the expected cost of procurement and price offers of the winners, which allowed identifying the presence of significant budget savings. A conclusion was made about the preservation of the efficiency, adaptability and financial performance of the public procurement system of Ukraine even in conditions of significant crisis challenges and the feasibility of further implementation of European principles in order to increase transparency and sustainability of the use of public funds was substantiated.
