| Abstrakt: | Обґрунтовано теоретичні засади цифровізації соціальної сфери у парадигмі «центр-
периферія» та розкрито закономірності просторової диференціації доступу до соціальних послуг в
умовах цифрової трансформації. Цифровізацію соціальної сфери розглянуто як структурну
трансформацію механізмів продукування, розподілу та споживання суспільно значущих послуг, що
забезпечує перетворення людського потенціалу у реалізовані соціально-економічні можливості. На основі
підходу спроможностей доведено, що цифрові технології виступають «конверсійним чинником»,
ефективність якого визначається сукупністю соціальних, інституційних, просторових, енергетичних та
безпекових факторів. Показано, що в умовах воєнних і повоєнних трансформацій в Україні ці фактори
набувають критичного значення, формуючи контекстуально зумовлений характер цифрової інклюзії
територій. Визначено, що цифровізація має виразний просторовий вимір, який проявляється через
відтворення та трансформацію центр-периферійних асиметрій, зокрема у формуванні «нової цифрової
периферії» та реверсивності функціональних ролей територій. Систематизовано ключові рівні
цифрового розриву (інфраструктурний, когнітивний та результативний) та обґрунтовано їх
взаємозв’язок із просторовою нерівністю. Виділено основні закономірності цифровізації соціальної сфери,
зокрема ієрархічну дифузію інновацій, кумулятивну поляризацію, ефект «подвійного ризику» периферії,
самопідсилення цифрової та соціальної нерівності, а також функціональну асиметрію центрів і
периферії. Розкрито механізми формування цифрових асиметрій, включаючи інституційну
вмонтованість нерівності, технологічно опосередковану соціальну селекцію та алгоритмічну медіацію
доступу, що проявляється у феномені алгоритмічної маргіналізації. Обґрунтовано, що ключовим
чинником подолання цифрової нерівності є конверсійна здатність територій, яку доцільно трактувати
як прояв соціально-інституційної резильєнтності. Доведено, що цифровізація не є нейтральним процесом,
а виступає чинником перерозподілу можливостей розвитку людського потенціалу між територіями, що
потребує формування просторово чутливої політики цифрової трансформації. The article substantiates the theoretical foundations of the digitalisation of the social sphere within the centre-periphery paradigm and reveals the patterns of spatial differentiation in access to social services under digital transformation. Digitalisation is interpreted as a structural transformation of the mechanisms of production, distribution and consumption of socially significant services, ensuring the conversion of human potential into realised socio-economic opportunities. Based on the capability approach, digital technologies are conceptualised as a «conversion factor», the effectiveness of which depends on a set of social, institutional, spatial, energy and security conditions. It is shown that in the context of wartime and post-war transformations in Ukraine, these factors acquire critical importance, shaping a context-dependent model of digital inclusion. The study demonstrates that digitalisation has a pronounced spatial dimension, reflected in the reproduction and transformation of centre-periphery asymmetries, including the emergence of a «new digital periphery» and the reversibility of territorial roles. The key levels of the digital divide (infrastructural, cognitive and outcome-based) are systematised and their interconnection with spatial inequality is substantiated. The main patterns of digitalisation are identified, including hierarchical diffusion of innovations, cumulative polarisation, the «double risk» of peripheral territories, the self-reinforcing nature of digital and social inequalities, and the functional asymmetry between centres and peripheries. The mechanisms of digital inequality formation are analysed, including the institutional embeddedness of inequality, technology-mediated social selection, and algorithmic mediation of access, manifested in the phenomenon of algorithmic marginalisation. It is argued that the key factor in overcoming digital inequality is the conversion capacity of territories, which is interpreted as a manifestation of socio-institutional resilience. The article concludes that digitalisation is not a neutral process but a factor of redistribution of development opportunities across territories, which requires the implementation of spatially sensitive digital policies. |
