Стратегічні підходи щодо прийняття управлінських рішень при реалізації іт-проєктів в умовах цифрової трансформації економіки

Abstract

Цифровізація економіки зумовлює істотні трансформації управлінських процесів, змінюючи підходи щодо планування, організації та контролю діяльності підприємств ІТ-сфери. Особливого значення в цих умовах набувають ІТ-проєкти, які виступають ключовим інструментом реалізації цифрової трансформації та досягнення стратегічних цілей розвитку організацій. Здійснено дослідження основних стратегічних напрямів та підходів щодо актуальних процесів прийняття управлінських рішень під час реалізації ІТ-проєктів різного рівня складності під час цифрової трансформації економічного середовища. Доведено, що процеси прийняття управлінських рішень в ІТ-сфері за своєю базовою сутністю є різновимірними та визначаються досить високим ступенем невизначеності, операційними та технологічними ризиками, швидкою мінливістю зовнішнього оточення та, відповідно до неї, постійного потребою в забезпеченні високого рівня адаптивності організації. Акцентовано увагу на підвищенні ефективності управлінських рішень у сфері ІТ під впливом зростаючого рівня цифрової зрілості підприємств, розвитку цифрової культури, гнучкості організаційних структур, а також компетентностей управлінського персоналу. В процесі дослідження систематизовано сучасні методи, моделі та інструменти управління ІТ-проєктами на різних етапах їх життєвого циклу, зокрема з урахуванням застосування гнучких методологій, цифрових платформ управління проєктами та аналітичних систем підтримання прийняття управлінських рішень. Доведено, що в умовах цифрової трансформації традиційні підходи до управління проєктами потребують адаптації шляхом інтеграції стратегічного управління, проєктного менеджменту та сучасних цифрових технологій, зокрема інструментів аналітики даних, штучного інтелекту та машинного навчання. Розроблено логіко- структурну модель прийняття стратегічних управлінських рішень у контексті реалізації проєктів у ІТ-сфері, що містить урахування впливів внутрішніх та зовнішніх детермінант, факторів антикризового менеджменту, змін навколишнього середовища та необхідність швидкого реагування на ці зміни управлінських структур. Значну увагу приділено системі управління ризиками, комунікаційним процесам та фактору людських ресурсів як критичним ідентифікаторам рівня ефективності ІТ-проєктів. Обґрунтовано практичні рекомендації щодо впровадження адаптивних моделей управління змінами з метою підвищення ефективності реалізації ІТ-проєктів і досягнення довготривалих стратегічних цілей розвитку організацій у цифровій економіці.

The digitalization of the economy is causing significant transformations in management processes, changing approaches to planning, organizing, and controlling the activities of IT companies. In these conditions, IT projects are becoming particularly important as they are a key tool for implementing digital transformation and achieving the strategic development goals of organizations. The article examines the main strategic directions and approaches to current management decision-making processes during the implementation of IT projects of varying complexity in the context of the digital transformation of the economic environment. It has been proven that management decision-making processes in the IT sphere are multidimensional in nature and are determined by a fairly high degree of uncertainty, operational and technological risks, rapid changes in the external environment and, accordingly, a constant need to ensure a high level of organizational adaptability. Emphasis is placed on improving the effectiveness of management decisions in the IT sphere under the influence of the growing level of digital maturity of enterprises, the development of digital culture, the flexibility of organizational structures, and the competencies of management personnel. The study systematizes modern methods, models, and tools for managing IT projects at different stages of their life cycle, in particular taking into account the use of flexible methodologies, digital project management platforms, and analytical systems for supporting management decisions. It has been proven that in the context of digital transformation, traditional approaches to project management need to be adapted by integrating strategic management, project management, and modern digital technologies, in particular data analytics tools, artificial intelligence, and machine learning. A logical-structural model for strategic management decision-making in the context of IT project implementation has been developed, which takes into account the influence of internal and external determinants, crisis management factors, changes in the environment, and the need for management structures to respond quickly to these changes. The study pays considerable attention to the risk management system, communication processes, and human resources as critical identifiers of the effectiveness of IT projects. It has been proven that the effectiveness of strategic management decisions in the field of IT projects directly depends on the level of digital maturity of the organization, the development of digital culture, the flexibility of management structures, and the competence of management personnel. Practical recommendations for the implementation of adaptive change management models are substantiated with the aim of increasing the effectiveness of IT project implementation and achieving long-term strategic goals for the development of organizations in the digital economy.
