Детермінанти активізації інноваційно-інвестиційної діяльності суб’єктів підприємництва в Україні

Abstract

Досліджено детермінанти активізації інноваційно-інвестиційної діяльності суб’єктів підприємництва в Україні в умовах воєнних викликів і формування логіки післявоєнного відновлення, що об’єктивно трансформує інвестиційні горизонти, пріоритети технологічної модернізації та вимоги до стійкості бізнес-моделей. Обґрунтовано, що активізація інноваційно-інвестиційної діяльності суб’єктів підприємництва в Україні в умовах воєнних викликів та переходу до моделі післявоєнного відновлення виступає ключовою передумовою технологічної модернізації, підвищення продуктивності, формування конкурентних переваг і зміцнення економічної безпеки. На основі емпіричної діагностики динаміки показників інноваційно- інвестиційної активності промислових підприємств за 2021–2024 рр. встановлено хвилеподібний характер розвитку із різким пожвавленням у 2024 р., що проявилося, зокрема, у зростанні кількості інноваційно активних підприємств та масштабів реалізації інноваційної продукції. Виявлено, що попри позитивні зрушення, ресурсна інтенсивність інновацій залишається відносно низькою, що обмежує можливості капіталомістких технологічних оновлень і актуалізує потребу в довготерміновому фінансовому підґрунті. Систематизовано детермінанти активізації інноваційно-інвестиційної діяльності за рівнями впливу (макро-, мезо-, мікрорівні) та обґрунтовано їх «подвійну» природу для України, що поєднує імпульси відбудови з обмеженнями воєнного часу. На основі SWOT-аналізу ідентифіковано ключові можливості та загрози інноваційного розвитку, зокрема посилення безпекових, макрофінансових та інституційних ризиків, які звужують інвестиційний горизонт і підвищують вимоги до інструментів де-рискінгу. Практичні висновки статті акцентують на доцільності посилення інституційної прогнозованості регуляторного середовища, розвитку гарантійно-страхових механізмів та інструментів захисту інвесторів й інтелектуальної власності як базових умов стійкого нарощення інноваційних інвестицій. Практична результативність активізації інноваційно-інвестиційної діяльності в Україні визначається не ізольованою дією окремих факторів, а їх узгодженою взаємодією в межах інтегрованої моделі, що поєднує інструменти де-рискінгу інвестицій, розширення доступу до довготермінового капіталу, розвиток механізмів комерціалізації результатів НДДКР, цифрову модернізацію виробничих систем і підвищення інституційної прогнозованості регуляторного середовища, що в сукупності забезпечує стійкість, масштабованість і довготривалу відтворюваність інноваційно-інвестиційної динаміки промисловості України.

The article examines the determinants of the intensification of innovation and investment activity of business entities in Ukraine in the context of military challenges and the formation of the logic of post- war recovery, which objectively transforms investment horizons, priorities of technological modernization and requirements for the sustainability of business models. It is substantiated that the intensification of innovation and investment activity of business entities in Ukraine in the context of military challenges and the transition to the post-war recovery model is a key prerequisite for technological modernization, increasing productivity, forming competitive advantages and strengthening economic security. Based on empirical diagnostics of the dynamics of indicators of innovation and investment activity of industrial enterprises for 2021–2024, a wave-like nature of development with a sharp revival in 2024 was established, which was manifested, in particular, in an increase in the number of innovatively active enterprises and the scale of sales of innovative products. It was found that despite positive developments, the resource intensity of innovations remains relatively low, which limits the possibilities of capital-intensive technological updates and actualizes the need for a long-term financial basis. The determinants of the activation of innovation and investment activity by levels of influence (macro-, meso-, micro- levels) are systematized and their «dual» nature for Ukraine is substantiated, which combines the impulses of reconstruction with the limitations of wartime. Based on SWOT analysis, key opportunities and threats to innovative development are identified, in particular, the strengthening of security, macro-financial and institutional risks, which narrow the investment horizon and increase the requirements for de-risking instruments. The practical conclusions of the article emphasize the expediency of strengthening the institutional predictability of the regulatory environment, the development of guarantee and insurance mechanisms and instruments for protecting investors and intellectual property as basic conditions for a sustainable increase in innovative investments. The practical effectiveness of the intensification of innovation and investment activity in Ukraine is determined not by the isolated action of individual factors, but by their coordinated interaction within the framework of an integrated model that combines investment de-risking tools, expanding access to long-term capital, developing mechanisms for commercializing R&D results, digital modernization of production systems, and increasing the institutional predictability of the regulatory environment, which together ensures the sustainability, scalability, and long-term reproducibility of the innovation and investment dynamics of Ukrainian industry.
