Фінансування культури з місцевих бюджетів України в умовах воєнного стану

Abstract

Проаналізовано фінансування культури з місцевих бюджетів України в умовах повномасштабного російського вторгнення. Дослідження фокусується на трансформації бюджетної архітектури галузі під тиском безпекових викликів, коли імперативи національної оборони та фізичного виживання територіальних громад створюють ефект жорсткого фіскального витіснення видатків на культурний розвиток. Встановлено, що в нових реаліях формується специфічна «географія культурної стійкості», де фінансова спроможність громад, їхня наближеність до лінії бойових зіткнень та інтенсивність міграційних потоків внутрішньо переміщених осіб стають визначальними факторами не лише для обсягів бюджетних асигнувань, а й для самої можливості функціонування культурної інфраструктури.На основі аналізу видаткової частини місцевих бюджетів виявлено критичне домінування інерційної моделі фінансування культури, яка зорієнтована виключно на покриття захищених статей (оплати праці, енергоносіїв тощо). Обґрунтовано, що за умов хронічного дефіциту ресурсів такий підхід фактично консервує галузь, блокуючи капітальні вкладення в модернізацію, цифровізацію фондів та адаптацію культурних послуг до вимог воєнного часу. Встановлено, що поглиблення регіональних диспропорцій у фінансуванні провокує виникнення «культурних пустель» – територій з повною відсутністю доступу до культурних благ, що створює довготривалу загрозу фрагментації єдиного гуманітарного простору держави та послаблення національної ідентичності. Аргументовано необхідність переходу від пасивного утримання мережі до впровадження жорстких бюджетних нормативів забезпеченості послугами, диференціації оплати праці з урахуванням безпекових коефіцієнтів, а також активного розвитку багатоканального фінансування. Наголошено на важливості імплементації механізмів державно-приватного партнерства та залучення грантів. Визначено стратегічний потенціал використання репараційних платежів як інструменту фізичної відбудови, регенерації та цифрового збереження культурної спадщини у післявоєнний період розбудови української державності.

The article analyzes the financing of culture from local budgets in Ukraine under the conditions of the full-scale Russian invasion. The study focuses on the transformation of the sector’s budgetary architecture under the pressure of security challenges, when the imperatives of national defense and the physical survival of territorial communities produce a rigid fiscal crowding-out effect on expenditures for cultural development. It is shown that, in the new realities, a specific «geography of cultural resilience» is emerging, in which the fiscal capacity of communities, their proximity to the line of hostilities, and the intensity of migration flows of internally displaced persons become decisive factors not only for the volume of budgetary allocations but also for the very possibility of sustaining cultural infrastructure.Based on an analysis of the expenditure side of local budgets, the study identifies the critical dominance of an inertial model of cultural financing, oriented exclusively toward covering protected items such as wages and energy costs. It is substantiated that, under conditions of chronic resource scarcity, this approach effectively freezes the sector, blocking capital investment in modernization, the digitalization of collections, and the adaptation of cultural services to the demands of wartime. The research demonstrates that the deepening of regional disparities in funding triggers the emergence of «cultural deserts» – territories with a complete absence of access to cultural goods – which poses a long-term threat of fragmenting the state’s unified humanitarian space and weakening national identity.The article argues for the necessity of shifting from passive maintenance of institutional networks toward the introduction of stringent budgetary standards for service provision, the differentiation of wages with regard to security-related coefficients, and the active development of multi-channel financing. Emphasis is placed on the importance of implementing public–private partnership mechanisms and attracting grant funding. The strategic potential of reparations payments is defined as an instrument for physical reconstruction, regeneration, and the digital preservation of cultural heritage in the post-war period of Ukrainian state-building.
