| Abstrakt: | У статті досліджено концептуальні засади та практичні інструменти
забезпечення доброчесності, прозорості та підзвітності в системі оборонних фінансів.
Проаналізовано еволюцію програми НАТО «Розбудова доброчесності» та її вплив на
формування національних антикорупційних стратегій у секторі безпеки. Розглянуто досвід
Великої Британії та Італії щодо впровадження механізмів демократичного цивільного
контролю та незалежного аудиту оборонних видатків. Окрему увагу приділено аудиту
програми F-35 як прикладу виявлення фінансових аномалій. Обґрунтовано, що в умовах
стрімкого зростання військових бюджетів посилення інституційного нагляду є критичною
умовою ефективності державних інвестицій у національну оборону. The article examines the conceptual foundations and practical instruments for ensuring integrity, transparency, and accountability within the defence finance system. It analyses the evolution of the NATO Building Integrity (BI) Programme and its impact on the formation of national anti-corruption strategies in the security sector. The study reviews the experience of the United Kingdom and Italy in implementing mechanisms for democratic civilian oversight and independent auditing of defence expenditure. Special attention is given to the audit of the F-35 programme as an example of detecting financial anomalies. It is substantiated that amidst the rapid increase in military budgets, strengthening institutional oversight remains a critical prerequisite for the effectiveness of state investments in national defence |
