ІНДУСТРІАЛЬНІ ПАРКИ ЯК ІНСТРУМЕНТРОЗВИТКУ РЕГІОНАЛЬНОЇ ЕКОНОМІКИ:ТЕОРЕТИЧНІ АСПЕКТИ

Abstract

Дана стаття присвячена проблемі аналізу індустріальних парків як інструменту розвитку ре-гіональної економіки в умовах структурних трансформацій, воєнних викликів та післявоєнноговідновлення.Авторами досліджено концептуальні положення формування та функціонування індустріаль-них парків, узагальнено теоретичні підходи вітчизняних і зарубіжних науковців до трактуванняїх сутності, ролі та місця в системі регіонального розвитку.Проаналізовано еволюцію розвитку індустріальних парків у світовій практиці та в Україні,описано нормативно-правове забезпечення їх створення і функціонування, механізми держав-ної підтримки, а також вплив змін законодавства і бюджетного фінансування на активізаціюінвестиційних процесів у регіонах.Особливу увагу приділено аналізу економічних, соціальних та інфраструктурних ефектів діяль-ності індустріальних парків на регіональному рівні, проблемам їх практичної реалізації, а та-кож визначенню перспектив розвитку індустріальних парків як інструменту післявоєнноговідновлення та підвищення конкурентоспроможності регіонів України.

The article examines industrial parks as a tool for regional economic development under conditionsof full-scale war and economic instability. The relevance of the study is driven by the processes ofdeindustrialization in certain regions, the destruction of production infrastructure, and the deepeningof territorial disparities. Under these circumstances, industrial parks are considered an importantelement of state regional and industrial policy capable of ensuring the restoration of productionpotential, job creation, and investment attraction.The paper analyzes the scientific approaches of domestic and foreign researchers to theinterpretation of the essence of industrial parks, their role in the formation of innovationinfrastructure, the development of industrial cooperation, and the spatial organization of production The evolution of industrial park development in Ukraine is analyzed, from the first attempts at theirestablishment in the late 1990s to the formation of a modern legislative and institutional framework.It is substantiated that for a long time the development of the industrial park network was largelydeclarative due to limited financial incentives, insufficient engineering and transport infrastructure,and low institutional capacity at the local level. It is proven that the adoption of amendments to taxand customs legislation in 2021, as well as the introduction of state financial support mechanisms in2023—2025, became important factors in intensifying the development of industrial parks, especiallyin the context of business relocation from frontline regions.The study reveals the uneven spatial distribution of industrial parks across the regions of Ukraine,which is determined by security factors, geographical location, labor potential, and the activity oflocal self-government bodies. It is concluded that industrial parks represent a comprehensiveinstrument of regional development, whose effectiveness is manifested through the combination ofeconomic, social, and innovative effects and which has strategic importance for post-war recoveryand enhancing the competitiveness of Ukraine's regional economy.
