Інституціональні засади та економічні перспективи українських автотранспортників на європейському ринку вантажних перевезень

Abstract

У контексті євроінтеграційних процесів в Україні, досліджено вимоги трансформації вітчизняної транспортної інфраструктури, зокрема автомобільної, до стандартів автотранспортної системи країн Європейського Союзу (ЄС). Охарактеризовано вплив інституціональних заходів, ініційованих і впроваджених урядом ЄС, щодо підтримки міжнародних автоперевізників України. Висвітлено ряд складних внутрішніх і зовнішніх проблем, з якими зіштовхнулися міжнародні автоперевізники України і які негативно впливають на стабілізацію та подальший розвиток даного сегменту перевезень. У відношенні до країн-лідерів на ринку, країн найближчих конкурентів та України, здійснено оцінювання індексу ефективності логістики, який відображає логістичний потенціал вітчизняної логістичної системи. Досліджено сучасний стан та тенденції європейського ринку вантажних автомобільних перевезень. Проведено аналіз лідерів ринку за країнами та транспортними компаніями. Проаналізовано динаміку обсягів вантажних автомобільних перевезень, розмірів автопарків країн-лідерів на ринку та країн найближчих конкурентів. Для досліджуваних країн визначено питомі обсяги вантажообігу на одну одиницю комерційного транспорту та їх прирости, що дає можливість оцінити ефективність використання автопарків досліджуваних у роботі країн. З огляду на економічні перспективи українських перевізників на європейському ринку, в контексті євроінтеграційних процесів, проаналізовано конкурентне середовище сегменту міжнародних вантажних перевезень ЄС. Виявлено, що лідерами даного сегменту європейського ринку перевезень, є країни з близькими до українського, індексами ефективності логістики, це дає підстави говорити про його економічну перспективність для вітчизняних перевізників. Запропоновано рекомендації щодо підтримки вітчизняних автоперевізників з боку державних органів влади у співпраці з Європейською Радою, Міністерством розвитку громад та територій України, а також з боку асоціації автомобільних перевізників України, у складних умовах сьогодення

In the context of the European integration processes in Ukraine, the requirements for the transformation of the national transport infrastructure, in particular, the road transport infrastructure, to the standards of the European Union (EU) road transport system are studied. The impact of institutional measures initiated and implemented by the EU government to support international road carriers in Ukraine is characterized. A number of complex internal and external problems faced by international road carriers in Ukraine are highlighted, which negatively affect the stabilization and further development of this transport segment. In relation to the leading countries in the market, the countries of the closest competitors and Ukraine, the logistics efficiency index, which reflects the logistics potential of the domestic logistics system is assessed. The current state and trends of the European road freight transport market are studied. The market leaders by country and transport companies are analysed. An analysis of the dynamics of freight road transport volumes, fleet sizes of the market leaders and the countries of their closest competitors is carried out. For the studied countries, the specific volumes of cargo turnover per unit of commercial transport and their growth are determined, which makes it possible to assess the efficiency of using the fleets of the countries studied in the paper. Taking into account the economic prospects of Ukrainian carriers in the European market, in the context of European integration processes, the competitive environment of the international freight transport segment of the EU is analysed. It is found that the leaders of this segment of the European transport market are countries with logistics efficiency indices close to the Ukrainian ones, which gives grounds to speak about its economic prospects for domestic carriers. Recommendations for supporting domestic road carriers by the state authorities in cooperation with the European Council, the Ministry of Community and Territorial Development of Ukraine, as well as the Association of Road Carriers of Ukraine under current challenges are offered
