Короткий огляд (реферат): | Зроблено аналіз європейського досвіду розвитку біоекономіки. Європейська
біоекономіка – одна з найбільших та найважливіших галузей ЄС, що охоплює сільське, лісове та рибне
господарства, продовольство, біоенергію та виробництво з використання біоресурсів, заснованих на
знаннях, інноваційних біологічних процесах та принципах для сталого забезпечення товарів та послуг у
всіх секторах економіки. Програми з підтримання стратегії розвитку біоекономіки охоплюють заходи зі
сприяння навчанню, обміну знаннями та досвідом. Європейський досвід засвідчує, що завдяки підтримці
процесів генерації інтелектуального капіталу та за допомогою ефективних механізмів його
використання реалізується стратегія біоекономіки. Хоча на сьогодні ще відсутня уставлена теоретикометодологічна концепція біоекономіки, дана стратегія розглядається в країнах ЄС як шлях до більш
інноваційної, ресурсоефективної та конкурентоспроможної унікальної соціальної моделі. Інвестування ж
в інтелектуальний капітал та інновації – це вкладення коштів у майбутню Європу як регіону стійкого
балансу економічних, екологічних та соціальних пріоритетів. Біоекономіка є новою за рушійними силами
її розвитку – інтелектуальним капіталом і його провідною складовою – людськими ресурсами.
Європейський досвід з підтримання розвитку нової економіки доводить суттєве значення знань та
інформації, а також зростання ролі інтелектуальних ресурсів у подальшому. Розгляд інтелектуального
капіталу як стратегічного вектора утвердження біоекономіки зумовлений розгортанням сфери дій саме
з основою на інтелектуальну домінанту, що супроводжується трансформацією функціонування
соціально-трудової сфери. В дослідженні використано принципи системного підходу, економічного
аналізу, логічного та комплексного підходів до оцінювання економічних явищ та процесів. Також
застосовуванова загальні та спеціальні наукові методи (історичний, а також логічний та абстрактний
методи; метод аналізу та синтезу). Дослідження надає результати для вчених, економістів та експертів
з управління інтелектуальним капіталом підприємств, корпорацій та фірм. The European experience in bioeconomy development is analyzed in this paper. The European bioeconomy is one of the EU’s largest and most important sectors including agriculture, forestry, fish industry, food, bio-energy and production with bioresources use based on knowledge, innovative biological processes and principles for sustainable supply of goods and services in all economy sectors. Programs for supporting the strategy of bioeconomy development include activities for learningpromotion, exchange of knowledge and experience. The European experience proves that bioeconomy strategy is implemented due to the increase of the intellectual capital and effective mechanisms of its use. Although at present there is no theoretical-methodological concept of Bioeconomy, the given strategy is considered in EU countries as the way to more innovative, resourceefficient and competitive unique social model; and investing in intellectual capital and innovation is the deposit into future Europe as a region of sustainable balance of economic, environmental and social priorities. Bioeconomy is the new driving forces for its development – intellectual capital and its leading component – human resources. The European experience of the new economy development support proves the significant importance of knowledge and information, as well as the increasing role of intellectual resources in future. Consideration of the intellectual capital as the strategic vector of bioeconomy development is caused by; the extension of action sphere based on the intellectual dominant followed by the transformation of socio-labour sphere functioning. The principles of the systems approach, economic analysis, logical and comprehensive approach to economic phenomena and processes assessment are used in the investigation. General and special scientific methods (historical method, logical and abstract methods, method of analysis and synthesis) are also used.
