Вплив пандемії СОVID-19 на соціально-економічний розвиток Тернопільської області

Abstract

Проведено комплексний аналіз впливу пандемії на соціально-економічний розвиток окремих сфер життєдіяльності Тернопільської області, визначено закономірності й домінуючі тенденції процесів регіонального розвитку, а також напрацьовано рекомендації щодо пом’якшення негативних наслідків цього впливу. Результати дослідження дали змогу проаналізувати короткотермінові зміни соціально-економічних показників розвитку Тернопільської області у динаміці першого кварталу 2020 року; визначити, які з галузей та сфер життєдіяльності регіону найбільше постраждали від впливу пандемії, а які, навпаки, отримали певний поштовх до розвитку. Дослідити особливості зміни демографічної складової розвитку регіону, а також визначити модифікацію обсягів та заборгованості з оплати праці найманих працівників. Автори провели порівняльний аналіз індексів промислової продукції регіону за основними видами діяльності у 2020 році, дослідили зміни споживчих цін, обсяги вантожообігу та пасажирообігу підприємств транспорту регіону, визначили основні тенденції зміни обсягів середньої заробітної плати в Тернопільській області у 2020 році. Щоб зрозуміти, наскільки постраждав регіональний бізнес від карантину, автори статті зібрали та опрацювали дані щодо закриття регіональних компаній у період з 12 березня до 30 квітня та структурували їх за видами діяльності. За результатами досліджень визначено, що Тернопільська область не є винятком в ситуації, коли карантинні заходи спричинили зростання цін, спад ключових індикаторів регіонального розвитку та зниження важливих економічних показників. Але найважливішим питанням на сьогодні залишається збереження стратегічного балансу між введенням необхідних обмежень, з одного боку, та одночасним підтриманням діяльності регіональних підприємств, з іншого. Адже після закінчення пандемії потрібно буде відновлювати нормальний ритм життєдіяльності соціальної та економічної сфер, реанімувати процеси, які є надзвичайно важливими для забезпечення регіонального розвитку. Тому у статті розроблено ряд рекомендацій для органів влади та місцевого самоврядування, які допоможуть подолати негативний вплив пандемії на соціально-економічний розвиток Тернопільської області

Сomprehensive analysis of the pandemic impact on socio-economic development of certain spheres of living environment in Ternopil region is carried out, the patterns and dominant tendencies of regional development processes are identified, and recommendations for mitigating the negative impacts are developed in this paper. The results of the investigation made it possible to analyze short-term changes in socio-economic indicators of Ternopil region development in the dynamics of the first quarter of 2020; to determine which of the sectors and spheres of the region living environment were the most affected by pandemic, and which, on the contrary, received a stimulus to the development; to investigate the features of changes in the demographic component of the regional development, as well as to determine the modification of the volumes and arrears of payroll for employees. The authors carried out the comparative analysis of the regional industrial production indices by the main types of activity in 2020, investigated the changes in consumer prices, volumes of freight and passenger turnover in regional transport companies, determined the main tendencies in the average wage payments in Ternopil region in 2020. In order to understand how much the regional business suffered from quarantine, the authors of the article collected and processed data concerning the regional companies closing down from March 12 to April 30, and structured them by type of activity. According to the results of the investigation, it was determined that Ternopil region is not the exception in such situation when quarantine measures resulted in prices growth, decline of key indicators of regional development and decrease in important economic indicators. Although, how to maintain the strategic balance between the introduction of necessary restrictions, on the one hand, and the simultaneous support the regional enterprises activities, on the other hand is still an important problem at present. Indeed, after the end of the pandemic, it will be necessary to restore the normal rhythm of the living environment in social and economic spheres, to revive processes that are very important for ensuring regional development. Therefore, a number of recommendations for authorities and local governments contributing to overcome the negative pandemic impact the socio-economic development of Ternopil region are worked out in this paper
