Джерела та фактори транспортного ризику при здійсненні вантажних перевезень автомобільним транспортом

Abstract

Уточнено сутність понять «джерело» та «фактор ризику» на основі теоретичного аналізу трактування змісту понять у наукових роботах у сфері економічної думки, обґрунтовано авторське розуміння сутності даних понять, визначено їх взаємозв’язок та співвідношення. На основі здійсненого аналізу виокремлено конкретні джерела та фактори транспортного ризику при здійсненні перевезення вантажу автомобільним транспортом. Враховуючи специфічну та часто ситуаційну і мультисценарну природу діяльності кожного окремого підприємства, наведено ширший спектр джерел та факторів транспортного ризику, аніж той, що може бути актуальним для одного підприємства. Процес перевезення поділено на логічні етапи від пошуку підрядника чи водія для перевезення до розвантаження вантажівки. Для кожного етапу визначено коло осіб (контрагентів), специфіка їх діяльності та ділова культура, що при взаємодії з іншими суб’єктами господарювання можуть призвести до прояву транспортного ризику. Перелічено заходи убезпечення таких перевезень.

The article focuses on clarification of notions “source” and “factor of risk” on the basis of theoretical analysis of interpreting the essense of these notions in the scientific papers in the field of economic thought. It is shown that various scholars and standards/laws provide different meanings of notions “source” and “factor of risk” sometimes disabling proper understanding and use of notions in communicating research findings. As a result an attempt to define such notions and identify the differences in their meaning has been made. The author’s own understanding of these notions meaning is grounded. The interrelation and interconnection of these meanings are determined and their role for the transport risk identification step is justified. On the basis of conducted analysis the separation of the specific sources and factors of transportation risk in cargo shipments by trucks is performed. Taking into account the specific and often situational and multiscenario nature of each particular enterprise activity, the wider range of transport risk sources and factors is provided in contrast to the one that can be of great importance to one particular enterprise. The process of transportation is divided into logical phases starting with the search for a contractor or a driver to unloading of cargo. For each phase a circle of persons (contractors), specificity of their activities and business culture are determined. Their interaction with other economic agents may result in manifestation of transport risk . For each identified group of transport risk sources and factors a set of possible risk response measures is specified for the purpose of reducing possible transport risk in the enterprises activity. Security equipment for detecting possible kinks in the transportation process of the enterprise as well as references to codified rules of conducting cargo shipments are taken as a basis for securing shipments.
