Методологічні підходи до визначення рівня економічної свободи країни

Abstract

Проаналізовано особливості розрахунку індексів економічної свободи за методологіями Fraser Institute, Heritage Foundation та Freedom house. Виявлено, що підходи до визначення рівня економічної свободи суттєво різняться, що пояснюється відмінностями в розумінні її дефініції. Експерти Fraser Institute роблять акцент на дослідженні таких областей: розмір державного сектора, особливості правової системи та забезпечення прав власності, грошова система, свобода в міжнародній торгівлі, регулювання. Експерти Heritage Foundation досліджують різноманітні показники за такими категоріями: верховенство закону, урядові обмеження, регуляторна ефективність, відкритість ринків. Методологія Freedom house базується на оцінюванні політичних прав та громадянських свобод національних економік.

Author of the article focuses on the fact that economic freedom is an indicator of “market standards” of the economy that is a measure of how sophisticated and effective is the legislation of the country. It also shows the possibility of a volunteering as well as is a partial measure of efficiency of the judicial system, reflects the use of fiscal weight of government regulation etc. The importance of economic freedom of the country as one of the determinants of modern progressive society comes from a number of theoretical and practical aspects of public policy and the functioning of the country in the international economic relations. The features of economic freedom index calculation according to the methodology of Fraser Institute, Heritage Foundation and Freedom house are analyzed in the article. It has been found that approaches to determining the level of economic freedom are significantly different due to the differences in the understanding of its definition. Fraser Institute experts focus on the following criteria: size of the public sector; features of the legal system and enforcement of property rights; monetary system; freedom of international trade; regulation of credit, labor and business. The Heritage Foundation experts examine various indicators in the following categories: rule of law, government restrictions, regulatory efficiency, openness of markets. Freedom House methodology is based on the evaluation of political rights and civil liberties of national economies.
