Методичні підходи до оцінювання економічної ефективності методів збільшення нафтовилучення

Abstract

Представлено ретроспективний та сучасний аналіз основних методичних підходів до оцінювання ефективності методів підвищення нафтовіддачі. Методичні підходи до визначення економічної ефективності заходів були розроблені для умов витратної економіки і безоплатної системи кредитування, в умовах ринкового середовища втратили свою значущість і практичну цінність. В даний час постає питання про ступінь новизни і відповідності чинних методик реальним економічним умовам. Питання вибору з множини пропонованих заходів із підвищення нафтовіддачі, що стоять перед керівництвом підприємства, є надзвичайно актуальним і полягає не тільки у визначенні максимальної ефективності інвестиційних ресурсів, але й у досягненні найповнішого використання природних ресурсів нафти і газу, які є обмеженими і невідтворюваними. З цією метою подано рекомендації щодо удосконалення існуючих методик з урахуванням специфіки нафтовидобувної галузі.

The retrospective and modern analysis of key methodological approaches to evaluation of the effectiveness of increasing the crude oil extraction methods are presented in the article. Methodological approaches used to determine the economic effectiveness of measures have been developed for the conditions of the outlay economy and the cost-free credit system and they have lost their significance and practical value under market environment. There is a need to develop its own methodological basis for evaluation of effectiveness of enhanced crude oil extraction methods, which being maximum close to the international standards, would consider the current socio-economic characteristics of Ukraine and specific of its crude oil industry. Presently, a question about the degree of novelty and relevance of existing methodologies to real economic conditions appears. The choice from a set of the proposed measures to improve the crude oil return faced by the top management of the enterprise is extremely important and is not only in determining the maximum efficiency of investment resources but also in reaching the full use of natural crude oil and gas resources, which are limited and non renewable. Different combinations of environmental factors, i.e. geological development conditions affecting the complete extraction of the crude oil from the subsoil, size of investment resources, risk and indices of efficiency of the development. It is worth noting that none of the listed methods by themselves are not sufficient for a decision that determines the feasibility of a comprehensive approach to evaluation of the methods of the crude oil extraction improvement, which is provided by the use of not only economic but also of technical and technological factors. With this aim the recommendations for improvement of existing methods taking into account the specific of the crude oil industry are given.
