Регіональна соціально-економічна асиметрія: діагностика та шляхи подолання

Abstract

Визначено концептуальні засади дослідження соціально-економічної асиметрії регіонального розвитку України та систему проблем, загроз і чинників впливу регіональної асиметрії на трансформацію регіонального розвитку України. Обґрунтовано напрямки реалізації державної політики регіонального вирівнювання на засадах інституційного партнерства та врегулювання взаємовідносин між центром та регіонами.

Conceptual basis of the economic asymmetry of Ukraine regional development has been defined; system of problems, threats and influences of regional asymmetry on the transformation of Ukrainian regional development have been determined; directions of the state policy aimed at regional equalization based on institutional partnership between the center and regions have been justified. Transformational processes of Ukraine development are followed by the increase of asymmetry in socio-economic development of territories between and within regions. It stipulates necessity of development and implementation of state equalization policy, which must be aimed at achieving long-term balance in socio-economic development of the regions. Modern state regional policy provides means to overcome asymmetry, lower differences of socio-economic development of regions basing on the new concept: transferring from centralized resources distribution to supporting region's own potential and competitive advantages; creating of institutional conditions for regional development based on its own economic resources. Practical overcoming of socio-economic asymmetry problem has to be executed through implementation of institutional partnership, which will allow to consolidate the efforts of state and local authorities, business structures, public organizations and territorial communities aimed at socio-economic development of the region.
