Синергія інновацій, цифровізації та підприємницва в контексті сталого розвитку територіальних громад

Abstract

У статті обґрунтовано значення синергії інновацій, цифровізації та підприємництва як інтеграційного ресурсу сталого розвитку територіальних громад. Показано, що інновації виступають рушійною силою модернізації місцевих економічних систем, цифровізація забезпечує трансформацію управлінських і соціально-економічних процесів, а підприємництво є основним чинником економічної активності та стійкості громад. Мета дослідження полягає у теоретичному обґрунтуванні та практичному аналізі синергії інновацій, цифровізації та підприємництва як інтеграційного ресурсу сталого розвитку територіальних громад, а також у визначенні бар’єрів та інструментів її реалізації для досягнення сталого розвитку місцевих економік. Об’єктом дослідження виступає процес синергії інновацій, цифровізації та підприємництва в контексті сталого розвитку територіальних громад. Методи, використані в дослідженні: математичні методи, моделі та інфор- маційних і інноваційних технологій для нелінійної динаміки соціально-економічних систем. Гіпоте- за дослідження: їх поєднання створює синергійний ефект, який формує нові можливості для розвит- ку, підвищення конкурентоспроможності та соціальної інтеграції. Виклад основного матеріалу. Ви- значено три ключові виміри синергії: економічний (розвиток малого й середнього бізнесу, диверси- фікація місцевої економіки, залучення інвестицій), соціальний (створення робочих місць, поширен- ня цифрових сервісів, зростання довіри до влади), екологічний (використання відновлюваних дже- рел енергії, поширення «зелених» технологій, цифровий моніторинг стану довкілля). Водночас ви- явлено ризики й бар’єри, що стримують реалізацію потенціалу синергії, зокрема цифрову нерівність, обмеженість фінансових ресурсів, слабку інноваційну інфраструктуру та кадровий дефіцит. Оригі- нальність та практичне значення одержаних результатів. Обґрунтовано необхідність застосування комплексу організаційно-економічних інструментів, до яких належать податкові стимули, механізми державно-приватного партнерства, інноваційні хаби, бізнес-інкубатори, грантові програми та циф- рові платформи розвитку. Акцентовано увагу на важливості партнерства «бізнес – влада – громада – наука» як передумови ефективної імплементації синергійного підходу. Висновки дослідження. Зроблено висновок, що інтеграція інновацій, цифрових технологій і підприємництва є визначальним чинником стійкості та конкурентоспроможності територіальних громад, а її практична реалізація потребує системності, адаптивності до локальних умов та активного залучення всіх стейкхолдерів.

The article substantiates the importance of the synergy of innovation, digitaliza- tion and entrepreneurship as an integration resource for the sustainable development of territorial communi- ties. It is shown that innovation is the driving force for the modernization of local economic systems, digi- talization ensures the transformation of management and socio-economic processes, and entrepreneurship is the main factor in the economic activity and sustainability of communities. The purpose of the study is to theoretically substantiate and practically analyze the synergy of innovation, digitalization and entrepreneur- ship as an integration resource for the sustainable development of territorial communities, as well as to identify barriers and tools for its implementation to achieve sustainable development of local economies. The object of the study is the process of synergy of innovation, digitalization and entrepreneurship in the context of the sustainable development of territorial communities. Methods used in the study: mathematical methods, models and information and innovation technologies for nonlinear dynamics of socio-economic systems. Research hypothesis: their combination creates a synergistic effect that creates new opportunities for development, increased competitiveness and social integration. Presentation of the main material. Three key dimensions of synergy are identified: economic (development of small and medium-sized businesses, diversification of the local economy, attraction of investments), social (creation of jobs, spread of digital services, increased trust in the authorities), environmental (use of renewable energy sources, spread of "green" technologies, digital monitoring of the state of the environment). At the same time, risks and barri- ers that hinder the realization of the synergy potential are identified, in particular, digital inequality, limited financial resources, weak innovation infrastructure and personnel shortage. Originality and practical signif- icance of the results obtained. The need to use a complex of organizational and economic instruments is substantiated, which include tax incentives, public-private partnership mechanisms, innovation hubs, busi- ness incubators, grant programs and digital development platforms. The emphasis is on the importance of the partnership "business - government - community - science" as a prerequisite for the effective implemen- tation of a synergistic approach. Research conclusions. It is concluded that the integration of innovations, digital technologies and entrepreneurship is a determining factor in the sustainability and competitiveness of territorial communities, and its practical implementation requires systematicity, adaptability to local con- ditions and active involvement of all stakeholders.
