Цифрова трансформація територіальних громад у контексті модернізації взаємодії суб’єктів місцевого розвитку

Abstract

У статті досліджено та структуровано концептуальні напрями модернізації взаємодії основних суб’єктів місцевого розвитку, а саме: територіальних громад, бізнесу та громадян, у контексті цифрової трансформації суспільно-управлінських процесів. Запропоновано виділяти не лише інституційний, організаційно-управлінський, економічний, соціально-комунікативний та цифровий напрям, а й екологічний аспект, який інтегрує принципи сталого природокористування, енергоефективності та «зеленої» економіки. Продемонстровано, що цифрова трансформація формує нову модель комплексної взаємодії – партнерсько-мережеву, яка враховує як класичні, так і екологічні аспекти розвитку територіальних громад. Акцентовано на нерівномірності цифрової зрілості різних типів територіальних громад (міських, селищних та сільських), що досліджено на прикладі Тернопільської області. Визначено, що міські громади орієнтуються на розбудову смарт-інфраструктури, цифрових сервісів та інно-ваційного підприємництва; селищні – на інституційне зміцнення взаємодії між населенням, бізнесом та громадою, розвиток комунікаційних пла-тформ та підтримку малого і середнього бізнесу; сільські – на базове забезпечення цифрового доступу, усунення цифрової нерівності та створення передумов для розвитку підприємництва. Визначено такі ключові виклики цифрової модернізації: інституційна фрагментованість, слабка коор-динація між владою та бізнесом, нестача фінансових ресурсів, обмежений доступ до інвестицій, цифрова нерівність, низький рівень кібербезпеки, недовіра до електронних інструментів та ін. На основі визначених напрямів розроблено такі три типологічно орієнтовані моделі взаємодії суб’єктів місцевого розвитку для різних типів територіальних громад: «Інтелектуальна міська громада (Smart Urban Community)», «Цифровий центр розвитку територіальної громади (Digital Hub Community)» та «Електронна аграрна громада (e-Agricommunity)». З’ясовано, що такий підхід забезпечує системне й збалансоване поєднання інституційних, організаційно-управлінських, економічних, соціально-комунікативних, циф-рових та екологічних аспектів, котрі адаптовані до умов цифрової трансформації та сталого розвитку.

The article explores and structures conceptual directions for modernizing the interactions among the leading actors in local development — territorial communities, businesses, and citizens — in the context of the digital transformation of social and administrative processes. It is proposed to highlight not only the institutional, organizational, and administrative, economic, social, communicative, and digital direction, but also the environmental aspect, which inte-grates the principles of sustainable nature management, energy efficiency, and the «green» economy. It is demonstrated that digital transformation forms a new model of complex interaction – partnership and network, which considers both classical and environmental aspects of community development. The emphasis is on the uneven digital maturity across different types of territorial communities (urban, town, and rural), especially evident in the Ternopil region. It is determined that urban communities are oriented towards the development of smart infrastructure, digital services and innovative entrepreneurship; settlement – for institutional strengthening of interaction between the population, business and community, development of communication platforms and support of small and medium-sized enterprises; rural – for basic provision of digital access, elimination of digital inequality and creation of prerequisites for the development of entrepreneurship. Key challenges of digital modernization have been identified: institutional fragmentation, weak coordination between authorities and businesses, limited financial resources, limited access to investment, digital inequality, low cybersecurity levels, distrust of electronic tools, etc. Based on the identified areas, three typologically oriented models of interaction among local development entities for different types of territorial communities have been developed: “Smart Urban Community”, “Digital Hub Community”, and “Electronic Agrarian Community (e-Agricommunity)”. It was found that this approach provides a systematic and balanced combination of institutional, organizational, managerial, economic, socio-communicative, digital, and envi-ronmental aspects, adapted to the conditions of digital transformation and sustainable development.
