Інвестування в збереження культурної спадщини України в умовах війни: досвід музеїв Львова

Abstract

Висвітлено питання інвестування в культурну спадщину в контексті її збереження у воєнний час. Об’єкти культурної спадщини можуть виступати як безпосередньою ціллю для ворога, так і опосередковано потерпати від масованих невибіркових атак. Від початку російської збройної агресії проти України було пошкоджено або зруйновано понад 1500 об’єктів культурної спадщини, в тому числі понад 100 музеїв. На жаль, крім зовнішніх загроз, культурна спадщина в наш час має і внутрішні ризики, пов’язані з нестачею фінансового забезпечення. Позаяк її охорона покладена головно на державні інституції (художні, краєзнавчі та природничі музеї, історико-культурні заповідники, архіви, бібліотеки тощо), які в умовах воєнного часу та зумовленої ним економічної кризи перебувають у жорстких умовах вкрай обмеженого фінансування, а тому гостро потребують пошуку альтернативних джерел забезпечення. Найперспективнішим варіантом розв’язання цієї проблеми є залучення організацій-інвесторів як вітчизняних, так і зарубіжних. Від початків повномасштабного вторгнення рф на територію України культурні заклади Львова отримали потужну матеріальну підтримку цілої низки фондів і організації. Два знакові науково-дослідні та культурно-освітні заклади Львова – Державний природознавчий музею Національної академії наук України та Музей народної архітектури та побуту у Львові ім. К. Шептицького отримали обладнання та матеріали для консервації та швидкої евакуації найцінніших колекцій у разі нагальної необхідності; можливості оцифрування (діджиталізації) особливо цінних експонатів; провели низку лекцій та тренінгів щодо напрацювання новітнього досвіду щодо збереження музейних цінностей з залученням інших культурних установ-партнерів. Все це стало можливим завдяки підтриманню вітчизняних – Національного фонду досліджень України, Українського культурного фонду, ГО «Museum for change» та зарубіжних організацій – Міжнародного альянсу для захисту спадщини в зонах конфлікту (ALIPH Foundation), «House of Europe», «Culture Helps» (Zusa) тощо. Всебічна підтримка культурної спадщини у військовий час є одним з першочергових і має стратегічне значення для збереження національної ідентичності. Отже, в Україні назріває нагальна необхідність залучення до сфери культури різноманітних інвестицій. Державні, та насамперед – приватні інвестори мають керуватися не лише своїми комерційними інтересами, але й усвідомленням важливості культурної спадщини в національному та глобальному вимірах у контексті сталого розвитку України та її інтеграції у Європейську спільноту.

The article highlights the issue of investing in cultural heritage in the context of its preservation in wartime. Objects of cultural heritage can act as direct targets for the enemy and also indirectly suffer from massive indiscriminate attacks. Since the beginning of the Russian armed aggression against Ukraine, more than 1,500 objects of cultural heritage have been damaged or destroyed, including more than 100 museums. Unfortunately, in addition to external threats, cultural heritage nowadays also has internal risks associated with a lack of financial support. Because its protection is entrusted mainly to state institutions (art, local history and natural history museums, historical and cultural reserves, archives, libraries, etc.), which in the conditions of wartime and the economic crisis caused by it are in harsh conditions of extremely limited funding, and therefore urgently need to find alternative sources of security. The most promising option for solving this problem is the involvement of investor organizations, both domestic and foreign. Since the beginning of the full-scale invasion of the Russian Federation on the territory of Ukraine, the cultural institutions of the city of Lviv have received powerful financial support from several foundations and organizations. Two significant research and cultural and educational institutions of Lviv – the State Museum of Natural History of the National Academy of Sciences of Ukraine and the Clementii Sheptytskyi Museum of Folk Architecture and Rural Life received equipment and materials for conservation and quick evacuation of the most valuable collections in case of urgent need; possibilities of digitization (digitalization) of particularly valuable exhibits; held some lectures and training on developing the latest experience in preserving museum values with the involvement of other partner cultural institutions. All this became possible thanks to the support of domestic – the National Research Fund of Ukraine, the Ukrainian Cultural Fund, the NGO «Museum for Change» and foreign organizations – the International Alliance for the Protection of Heritage in Conflict Zones (ALIPH Foundation), «House of Europe», «Culture Helps» (Zusa), etc. Comprehensive support of cultural heritage during wartime is one of the priorities and is of strategic importance for the preservation of national identity. Therefore, there is an urgent need to attract various investments to the sphere of culture in Ukraine. State, and above all, private investors should be guided not only by their commercial interests but also by the awareness of the importance of cultural heritage in the national and global dimensions in the context of the sustainable development of Ukraine and its integration into the European Community.
