Імпакт-інвестування: новітні фінансові підходи до сталого розвитку України

Abstract

У статті досліджено значеннєву роль імпакт-інвестування як новітньої трансформаційної фінансової стратегії сталого й інклюзивного розвитку України. Зокрема, висвітлено нагальну потребу у розв’язанні екологічних та соціальних викликів – таких, як зміна клімату, бідність, соціальна нерівність, дефіцит якісної освіти й охорони здоров’я. У статті систематизовано теоретичні основи імпакт-інвестування, а також виокремлено його ключові принципи: прибутковість, цілеспрямованість, багатогранність, транспарентність та строковість. Окрім цього, з’ясовано, що в Україні, попри наявний потенціал, спостерігається недостатній обсяг імпакт-інвестицій, що перешкоджає ефективному вирішенню соціально-економічних і екологічних проблемних питань. Проведене дослідження сприяє формуванню ґрунтовного бачення важливості здійснення інвестицій впливу задля досягнення глобальних цілей сталого розвитку, визначених ООН за 17 ключовими напрямками. Підкреслено, що сфера імпакт-інвестування має як сприятливі (отримання фінансової вигоди разом з інтеграцією соціальних й екологічних завдань у фінансові стратегії; залучення капіталу у країни, що розвиваються; співпраця між державними і приватними структурами; низький рівень ризикованості на відміну від традиційного інвестування; вкладення на тривалий проміжок часу; надання умов для проведення революційних інноваційних проєктів), так і негативні аспекти – відсутність єдиного стандарту для оцінки соціального й екологічного впливу; брак об’єктивних проведених досліджень щодо прибутковості такого підходу. З’ясовано, що сьогодні першочерговими кроками України у сфері імпакт-інвестицій мають бути розробка законодавчої бази, що регулюватиме діяльність імпакт-інвесторів та надаватиме гарантії для проєктів сталого розвитку; залучення міжнародних фінансових ресурсів для оперативної адаптації світових практик в державну систему; проведення «зеленої» таксономії; залучення іноземних фахівців для створення інституційної інфраструктури; ведення просвітницьких ініціатив для ознайомлення інвесторів із можливостями цього виду інвестування. Важливо розуміти, що імпакт-інвестиції – це потужне майбутнє для бізнесу й для сталого поступу національної економіки загалом

The article examines the significant role of impact investing as the newest transformative financial strategy for sustainable and inclusive development of Ukraine. In particular, the urgent need to solve environmental and social challenges, such as climate change, poverty, social inequality, lack of quality education and health care, is highlighted. The article systematizes the theoretical foundations of impact investing, and also highlights its key principles: profitability, purposefulness, versatility, transparency, and timeliness. In addition, it was found that in Ukraine, despite the existing potential, there is an insufficient amount of impact investments, which prevents the effective solution of socio-economic and environmental problems. The conducted research contributes to the formation of a thorough vision of the importance of making impact investments in order to achieve the global goals of sustainable development, defined by the United Nations, in 17 key areas. It is emphasized that the field of impact investing has both favorable (obtaining financial benefits along with the integration of social and environmental tasks into financial strategies; attracting capital to developing countries; cooperation between state and private structures; low level of risk, unlike traditional investing; investment for a long period of time; provision of conditions for the implementation of revolutionary innovative projects), as well as complex aspects - the absence of a single standard for assessing social and environmental impact; lack of objective studies conducted on the profitability of such an approach. It has been found that today the priority steps of Ukraine in the field of impact investments should be the development of a legislative framework that will regulate the activities of impact investors and provide guarantees for sustainable development projects; attraction of international financial resources for operational adaptation of world practices in the state system; implementation of "green" taxonomy; attraction of foreign specialists to create institutional infrastructure; conducting educational initiatives to acquaint investors with the possibilities of this type of investment. It is important to understand that impact investments are a powerful future for business and for the sustainable progress of the national economy in general
