Короткий огляд (реферат): Досліджено проблеми боргової безпеки країн Південно-Східної Європи та встановлено, що найвища економічна заборгованість спостерігається у трьох країнах (Албанії, Греції, Кіпрі), де ключові показники боргової кризи (показника сумарного державного боргу, показника внутрішнього боргу, показника зовнішнього боргу, показника фінансової заборгованості, показника торговельного сальдо) у кілька разів перевищують критичні значення. Також досить високою є загроза несплати поточних внутрішніх зобов’язань та зовнішньої заборгованості у постсоціалістичних країнах Південно-Східної Європи (Молдові, Румунії та Сербії). Проведений аналіз боргової безпеки став основою подальшого оцінювання боргової безпеки із застосуванням дискримінантного аналізу. Дискримінантний аналіз проведено у п’ять етапів: формування переліку вхідних показників; збір статистичних даних; оцінювання вхідної інформації та її перевірка на якість і адекватність; поділ країн Південно-Східної Європи на групи (кластери) залежно від рівня боргової безпеки; розроблення заходів щодо мінімізації кредитних ризиків і досягнення безпечного рівня фінансової заборгованості в країнах з низьким рівнем боргової безпеки. В результаті проведених економетричних розрахунків автор отримала три кластери. До першого кластера, який характеризується високим ступенем боргової безпеки та виконання внутрішніх і зовнішніх зобов’язань, увійшли лише дві країни: Болгарія і Боснія та Герцеговина. До другого кластера, який характеризується середнім ступенем боргової безпеки та стійкості національних фінансових систем до нейтралізації внутрішніх і зовнішніх загроз, увійшли чотири країни (Македонія, Молдова, Сербія та Румунія). До третього кластера, який характеризується низьким ступенем боргової безпеки та спроможності національних економічних систем сплатити сукупний державний борг за рахунок доходів резидентів та нерезидентів країни. З метою підвищення рівня боргової безпеки країн, які увійшли до другого та третього кластерів, автор запропонувала такі заходи: зменшення залежності від іноземного капіталу й створення сприятливих умов для активізації внутрішніх інвестиційних процесів; досягнення позитивного сальдо платіжного та торговельного балансу; таргетування інфляції; встановлення бівалютного кошика; відмова від моновалютного курсового орієнтира
It has been investigated the problems of debt security in Central and Eastern European countries and stated that it is observed the highest level of public debt in three economies (Albanian, Greek and Cyprus). There the dynamic of key indicators that signal debt crisis (total public debt, internal debt, external debt, and foreign trade balance) is higher then critical meanings in several times. It is also high threats to do not pay for current internal accounts and external debt in post-socialist countries of Central and Eastern Europe, namely Moldova, Serbia and Romania. That empiric analysis was the basis to estimate the level of debt security in Central and Eastern European countries using discriminant analysis. Discriminant analysis has been implemented in five stages that are the following: formation of the list of input indicators; gathering the real statistics; estimation of initial information and its checking on adequacy and quality; dividing of Central and Eastern European into groups (clusters) depending on level of debt security; working out of steps relating to minimization of credit risks and reaching of security level of public debt in countries characterizing low level of debt security. As a result, it has been obtained three clusters. The first cluster consists of two countries (Bulgaria and Bosnia and Gerzegovina) and it is characterized by high level of debt security and paying money on internal and external obligations. The second cluster consists of four post-socialist countries (Macedonia, Moldova, Serbia and Romania) and it is characterized by medium level of debt security and capability of national financial system to neutralize both external and internal threats. The third cluster consists of four economies (Albania, Cyprus, Greece and Montenegro) and it is characterized by low level of debt security and capability of national economic system to coverage totally public debt using incomes from residents and non-residents of the country. In order to increase in national debt security, it is proposed to implement the following steps: increase in dependence of foreign capital throughout second and third clusters; creation of enabling environment conditions to accelerate investment processes in these region; reaching of positive balance for both balance of payments and foreign trade balance; inflation targeting; setting of bi-currency consumer basket; refusal from mono-currency exchange orientation.
