Сучасні аспекти державного регулювання розвитку цифрової економіки в Україні

Abstract

Аналіз сучасних тенденцій функціонування системи державного регулювання розвитку цифрової економіки в цілому та її інфраструктурного забезпечення зокрема необхідно проводити на основі принципу комплексності. Це означає врахування сукупності параметрів, що характеризують динаміку досліджуваного об’єкта й охоплюють різні аспекти його розвитку (техніко-технологічні, економічні, соціальні, етичні, політико-правові). З огляду на стрімку глобалізацію та високі прагнення України до євроінтеграції, важливим є аналіз релевантних світових рейтингів і позицій нашої країни в ньому. Метою статті є дослідження сучасних аспектів державного регулювання розвитку цифрової економіки в Україні. У межах даної статті представлено результати аналізу політико-правових аспектів регулювання розвитку цифрової економіки в Україні. У ключових стратегічних документах фіксуються не лише формальні засади та принципи діджиталізації, а приділяється увага конкретизації прикладних засад, пов’язаних із розбудовою інфраструктури цифрової економіки. У ході дослідження визначено критично важливу роль інфраструктури у процесах становлення й розвитку цифрової економіки. Без належного функціонування твердої інфраструктури неможливо забезпечити якісний розвиток цифрової економіки; інтенсивний розвиток і зростання цифрової економіки, у свою чергу, потребує так званої м’якої (сервісної) інфраструктури, елементи якої забезпечують обслуговування та підтримку економічних суб’єктів на етапі діджиталізації їх діяльності. Проведений у статті аналіз глобальних рейтингів показав, з одного боку, наявність позитивної тенденції поступового прогресу України в частині розвитку цифрової економіки, а з іншого, – виявив її аутсайдерські позиції при порівнянні з країнами Західної та Східної Європи. Пандемія covid-19 і початок повномасштабного військового вторгнення Росії в Україну поглибили проблему цифрового розриву. Це активізує необхідність удосконалення підходів та інструментів державного регулювання процесів розвитку цифрової економіки, зокрема в частині розбудови цифрової інфраструктури.

The analysis of current trends in the functioning of the system of state regulation of the development of the digital economy in general and its infrastructural support in particular should be carried out on the basis of the principle of complexity. This means taking into account a set of parameters that characterize the dynamics of the study object, and cover various aspects of its development (technical-technological, economic, social, ethical, political-legal). Through of rapid globalization and Ukraine's high ambition in European integration, it is important to analyze the relevant world rankings and our country's position in it. The purpose of the article is to study modern aspects of state regulation of the development of the digital economy in Ukraine. This article presents the results of the analysis of political and legal aspects of regulating the development of the digital economy in Ukraine. In the key strategic documents, not only the formal principles of digitization are identified, but paid attention to the specification of applied principles related to the development of the infrastructure of the digital economy. In the study, the critically important role of infrastructure in the processes of formation and development of the digital economy was determined. Without the proper functioning of «hard» infrastructure, it is impossible to ensure the quality development of the digital economy; the intensive development and growth of the digital economy, in turn, requires the «soft» infrastructure, the elements of which provide service and support for economic entities at the stage of digitalization of their activities. The analysis of global ratings is carried out in the article and showed, on the one hand, a positive trend of gradual progress of Ukraine in terms of the development of the digital economy, and on the other hand, revealed its outsider position compared to countries of Western and Eastern Europe. The covid-19 pandemic and the beginning of russia's full-scale military invasion of Ukraine have deepened the problem of «digital gap». This activates the need to improve the approaches and tools of state regulation of the processes of development of the digital economy, in particular in terms of the development of digital infrastructure.
