Складові підвищення конкурентоспроможності об’єднаних територіальних громад в умовах сталого розвитку

Abstract

Досліджено сутність ключових складових підвищення конкурентоспроможності об’єднаних територіальних громад (ОТГ) в умовах адміністративної та бюджетної децентралізації, розкрито їх основні характеристики. Досліджено інноваційні принципи забезпечення конкурентоспроможності ОТГ в умовах інтенсифікації економічного та технологічного розвитку. Визначено необхідність розкриття сутності організаційних елементів та практичного інструментарію забезпечення посилення інноваційної привабливості територіальних громад. Розкрито модель інструментарію формування інноваційної складової підвищення конкурентоспроможності об’єднаних територіальних громад, яка включає в себе аналітичне оцінювання спроможності територіальних громад до впровадження інновацій, визначення пріоритетів інноваційного розвитку територіальних громад на основі рекомендацій Європейської комісії щодо смарт-спеціалізації регіонів, реалізацію принципів земельної реформи на основі пріоритетного виділення земель під функціонування інноваційних проєктів, запровадження та застосування геоінформаційних систем для спрощення доступу до даних про функціонування ОТГ, а також упровадження в діяльність територіальних громад концепції партисипативного управління. Визначено, що комплексне застосування запропонованого інструментарію стимулювання інноваційного розвитку територіальних громад дозволить їм сформувати плани розвитку, які стимулюватимуть підвищення рівня конкурентоспроможності ОТГ. Розглянуто специфіку загальної концепції продуктивності праці, як детермінанти проблеми регіонального розвитку та визначено проблематику її застосування, що полягає в попередній необхідності забезпечення ефективного функціонування регіонального ринку праці. Вдосконалено розуміння економічної сутності поняття «підвищення конкурентоспроможності ОТГ». Визначено, що забезпечення процесу підвищення конкурентоспроможності територіальних громад дозволить успішно досягти виконання завдань, які постають перед ними в процесі адміністративного реформування системи державного управління та бюджетної децентралізації.

The essence of the key components of increasing the competitiveness of the united territorial communities (UTC) under the conditions of administrative and budgetary decentralization is investigated and main UTC characteristics are revealed in this paper. Innovative principles of ensuring the UTC competitiveness under the conditions of intensification of economic and technological development are investigated. The need to reveal the essence of organizational elements and practical tools for strengthening the innovative attractiveness of territorial communities is determined. The model of tools for the formation of the innovative component of increasing the united territorial communities competitiveness of is revealed. This model includes analytical assessment of the ability of territorial communities to implement innovations, determining priorities for innovative development of territorial communities based on European Commission recommendations on smart specialization of regions, implementation of land reform principles. Based on the priority allocation of land for the implementation of innovative projects, introduction and application of geographic information systems to facilitate access to data on the UTC functioning, as well as the introduction of the conc ept of participatory management in the local communities activities. It is determined that the complex application of the proposed tools for promoting the innovative development of territorial communities makes it possible for them to form the development plans stimulating the increase of the UTC competitiveness level. The specifics of the general concept of labor productivity as the determinant of the regional development problem is considered and the problems of its application are determined. This is the preliminary need to ensure the effective functioning of the regional labor market. Understanding of the economic essence of «the increase of the united territorial communities competitiveness» concept is improved. It is determined that ensuring the increase of territorial communities competitiveness makes it possible to achieve successfully the tasks set before them in the process of administrative reform of the public administration system and budget decentralization.
