Перспективи повернення збору з власників собак до підсистеми місцевого оподаткування України

Abstract

Вивчено досвід оподаткування власників собак у Німеччині, де функціонує ефективна система володіння й утримання тварин. Виявлено недоліки механізму справляння збору з власників собак в нашій державі та вироблено практичні рекомендації щодо його вдосконалення. Обґрунтовано, що разом зі збільшенням дохідної бази місцевих бюджетів, повернення даного платежу до підсистеми місцевого оподаткування України дасть змогу забезпечити належний облік і регулювання чисельності тварин, створити умови для гармонійного співіснування людей та собак.

The purpose of article is the development of theoretical and practical approaches to improve the mechanism of levying of dog owners fee. The experience of taxation of dog owners in Germany, where tax collection is socially acceptable norm and includes strict requirements of ownership and maintenance of animals, is studied. The disadvantages of mechanism of levying of dog owners fee in our country are revealed and the practical recommendations of its improvement in the context of the reform of local taxes and fees are developed. The algorithm of taxation of dog owners, that takes into account an effective system of ownership and maintenance of animals, is constructed. The proposed measures will enable to increase tax revenues, ensure proper accounting and regulation of animals, create conditions for harmonious coexistence of people and dogs.
