Теоретичні засади державного регулювання зайнятості населення

Abstract

Здійснено аналіз наукових підходів до теоретичних засад державного регулювання зайнятості населення. Обґрунтовано власні позиції щодо їх змісту. Уточнено поняття «зайнятість населення» та «державне регулювання зайнятості населення», а також запропоновано використання таких термінів, як «легальна зайнятість населення» та «легальна зареєстрована зайнятість населення».

The job security with the proper salary should be the main aim of government labour policy, taking into account that social and economic national development depends on labor potential. The effective government regulation of population employment should be performed on the basis of providing employment, as a result of foreign and domestic investments for development of strategic state orientation. Nowadays the government regulation of population employment is studied by many scientists. Considerable quantity of their researches is devoted to practical aspects. Some researches also concern theoretical basis of population employment and its government regulation. As a result of the researches we have got the significant scientific contribution in this field. However, despite of the high level of scientific interest to the research of theoretical basis of population employment, this issue is still urgent. This situation is caused by the large variety of the approaches to treat the given definition, and by the lack of consensus, which would combine all positions and ensure the complete perception of the given category. In the paper the scientific approaches to the theoretical basis of population employment are analyzed, so there is a necessity to find a proper definition of this notion. The author’s point of view regarding the essence of this notion is substantiated. The notions “population employment” and “government regulation of population employment”, and also the use of such notions as “legal population employment” and “legal registered population employment” were intoduced. So, our position is to create discussion among scientists who will be able to work in this field and to improve it.
