Методичні положення еколого- економічного оцінювання сільськогосподарського землекористування на ландшафтній основі

Abstract

Розглянуто методичні положення еколого-економічного оцінювання сільськогосподарського землекористування на ландшафтній основі. Досліджено, що властивості й особливості сільськогосподарських угідь тісно переплітаються в методології оцінювання землі. Висвітлено основні підходи щодо трактування визначення еколого-економічної оцінювання земель. Визначено, що еколого-економічне оцінювання земель здійснюється для відображення екологічної та соціально-економічної цінності землі. Виходячи з сутності еколого-економічного оцінювання земель, запропоновано виділити кілька складових оцінювання. Представлено методичну схему ландшафтної еколого-економічної оцінювання використання сільськогосподарських земель. Визначено, що агроекологічне оцінювання земель для формування систем землеробства будується на основі ландшафтного аналізу території та окреслено основні його завдання.

The article shows the methodical statutes of ecological and economical agricultural lands use based on landscape. It is discovered that properties and features of agricultural lands are closely interlaced in the methodology of land estimation. It reflects the main approaches to interpretation of the determination of ecologo-economical land estimation. It is determined that ecologo-economical land estimation is used for the reflection of ecological and socio- economical land estimation. Integrated environmental – economic assessment of land – based institutional support for rational use and protection of land resources in the conditions of various forms of ownership, the realization of economic regulation of economic activity, the improvement of the ecological situation, social well-being and health of the society. According to the essence of ecologo- economical land estimation it is proposed to select some estimating constituents as naturally anthropogenic constituent, socio – economical constituent, economical and ecological constituents. The methodic scheme of landscape ecologo-economical land estimation of agricultural land use which contains three stages is presented. Also there is a conclusion that transition to the landscape land use requires the realization of ecologo-economical land estimation the results of which will allow to scientifically ground the system of measures for the land fertility guard, to develop the economically legal regulators of land relations, to carry out the economical regulation of agriculturally grounded system of measures for the land fertility guard, to develop the lands use. Such characteristics as physically-natural, productive, economic, ecological, legal are important criteria of ecologic and economical land estimation.
