Проблеми регулювання процесів формування та використання людського капіталу регіону

Abstract

Досліджено основні напрямки та методи регулювання людського капіталу регіону, обґрунтовано основні групи заходів регулювання процесів формування та використання людського капіталу регіону, а також визначено зв’язок запропонованих заходів із найвпливовішими факторами. У сучасних умовах сталий соціально-економічний розвиток та завоювання гідного місця у системі міжнародного поділу праці як для країн, так і для їх регіонів залежить не тільки від вдалого географічного положення і наявності природних ресурсів, а й від належного стану і рівня розвитку людського капіталу.

The main directions and methods of adjusting human capital of a region are investigated in the article, the basic groups of measures which are adjusting processes of forming and use of region’s human capital are grounded; the connection of the offered measures with the most influential factors is also defined. In this connection the task of development of the proper measures which must take into account new priorities and criteria of adjusting processes of forming and use human capital of Ukraine’s regions acquire the special actuality. Under current conditions a steady socio-economic development and conquest of deserving place in the system of international division of labor both for countries and for their regions, depends not only on successful geographical position and presence of natural resources, but also from the proper state and level of development of human capital. Regional Policy in Ukraine, unlike overseas, suggests the inseparability of social and economic problems. According to the author, the lack of clear distinction between economic and social objectives of regional policy makes it difficult to estimate it in terms of the creation and effective use of human capital; in terms of the innovation economy and globalization of economic relations it is fundamentally changing the principle of the human capital functioning process. This process is largely due to the steady growth of the value of this type of capital as a fundamental factor underlying any changes taking place in society.The measures proposed in the article will ensure the necessary conditions for the formation and use of human capital regions of Ukraine to establish a stable mechanism for the development of national and regional economies, improve the welfare of Ukraine, achieving high living standards. The complex of social and economic measures should be implemented by relevant regulated entities, which will potentially increase the efficiency of the operation and use of human capital of Ukraine’s regions.
