Підвищення ефективності управління міжнародними перевезеннями

Abstract

Присвячено дослідженням основних напрямків підвищення ефективності управління міжнародними перевезеннями, що здійснюються транспортною системою України. Проведено аналіз сучасного стану транспортної системи України та основних чинників для підвищення ефективності управління міжнародними перевезеннями. Виділено найперспективніші підходи та напрямки їх удосконалення. Розглянуто основні чинники, що негативно впливають на організацію міжнародних перевезень вантажів і пасажирів у різних галузях транспортної системи України та знижують конкурентоспроможність українських перевізників на ринку міжнародних перевезень. Наведено основні проблеми підвищення ефективності управління міжнародними перевезеннями окремими видами транспорту. Визначено основні напрями та комплекс заходів з підвищення ефективності управління міжнародними транспортними перевезеннями. Запропоновано напрямки удосконалення управління міжнародними перевезеннями в усіх основних галузях транспортної системи України, та шляхи підвищення конкурентоспроможності національної транспортної системи. З’ясовано, що основними перспективними напрямками підвищення ефективності управління міжнародними перевезеннями є модернізація транспортної інфраструктури; приведення нормативно-правової бази у відповідність до міжнародних норм; розбудова міжнародних транспортних коридорів та удосконалення пунктів пропуску через державний кордон; розвиток інтермодальних перевезень; створення логістичних центрів та впровадження ефективних сучасних транспортних технологій; спрощення процедури перетину державного кордону.

The article deals with the main directions of improving the management of international transportation carried by the transport system of Ukraine. General characteristics of international traffic carried out in the territory of Ukraine. The main problems that hinder the provision of increasing the volume and quality of demand for transport services.The analysis of the current state of Ukrainian transport system and the key factors of efficiency improving of the international transportation management is carried out, the most promising approaches and ways for their improvement are highlighted. It is studied the main factors that adversely affect the organization of international transportation of goods and passengers in various sectors of the Ukrainian transport system and reduce the competitiveness of Ukrainian carriers in the international transportation market. The main items of improving the management of international transportation by certain transport types are outlined. The main directions and a set of measures to improve management efficiency of international transportation are presented. The directions of international transportation management improving in the major sectors of the transport system of Ukraine and the ways of enhancing the competitiveness of the national transportation system are suggested. It is proved that the main prospective directions of improving the management of international transportation are the following ones: transport infrastructure upgrading; adapting the legislative and regulatory framework according to international standards; international transport corridors (ITC) developing and improving the checkpoints across the state border; developing of intermodal transportation; creating logistics centres and implementing the efficient modern transport technologies; simplifying the border crossing procedure.
