Моделювання логістичних потокових процесів у системі державних закупівель для забезпечення державних потреб України в необхідних ресурсах

Abstract

Висвітлено проблеми розвитку державної закупівельної політики. Розроблено методичний підхід до застосування логістичної концепції управління рухом ресурсних потоків у системі державних закупівель на основі економіко-математичного моделювання.

Macrologistic state systems and their logistic allocating centers (both tender and competition committees) are powerful means to economize scarce national resources (finance, material resources, energy, raw materials and labor). Logistic system of public procurement (LSPP) as a form of government order realization being based on program planning requires a rather complicated organization of both material and informational aspects. Planning of products procurement for public needs and their delivery includes forming, distribution, orders accomplishment and sale by manufacturers. While developing correct economic decisions concerning public procurement a thorough accounting of accumulated past experience in the country and all over the world with its critical analysis and adaptation is required as well as the results obtained through logical, economic and mathematic models which are the most adequate to the current economic situation. Economic and mathematic modeling performed in the processing and operational levels is an important component of the logistic approach and an indispensable condition for logistification of public procurement system functioning. That’s why the article deals with the problem of public procurement policy development. A methodological approach to the application of logistic conception of resource streams movement management in the system of public procurement which is based on economic and mathematical modeling has been developed.
