Антикризові програми уряду в регулюванні будівельної сфери України

Abstract

Функціонуванню та розвитку будівельних підприємств у регіонах України перешкоджають недосконалість інституціонального середовища галузі, надмірність державного контролю, недосконалість та прогалини у вітчизняному законодавстві, недостатність державної підтримки. В статті подано узагальнено негативні наслідки недостатньо ефективного регулювання будівельної сфери України. Доречно було б розробити й реалізувати програмні заходи, спрямовані на фінансово-інвестиційну підтримку вітчизняних підприємств будівельної галузі в регіонах України. Вона була б особливо дієвою, якщо б скеровувалася на підтримку становлення і розвитку безпосередньо кластерних структур. Наявність і реалізацію цих програм необхідно вважати позитивним аспектом, який сприяє розвитку будівництва та забезпеченості населення житлом у регіонах України.

Targets of national strategies and programs are increase in construction volumes, putting houses, facilities for education, health care and other social institutions into operation, their reasonable prices, improvement of investment, innovation, financial, intellectual and personnel support of domestic construction enterprises and organizations. Other positive aspects should also be noted: legislators and representatives of the government have realized the need in elimination of the most significant and systematic drawbacks of the institutional environment of commercial business activity in construction and some organizational measures in this area were undertaken. The barriers to functioning and development of construction enterprises in the regions of Ukraine are: imperfection of industry institutional environment, excessive government control, imperfection and gaps in national legislation, lack of government support. Generalization of negative effects of insufficiently effective regulation of construction industry in Ukraine is presented in the article. It would be appropriate to develop and implement program activities aimed at financial and investment support of domestic construction enterprises in the regions of Ukraine. It would be especially effective if it was directed at supporting the formation and development of cluster structures. Existence and implementation of these programs should be considered as a positive aspect which promotes the construction development and provision of accommodation for population in the regions of Ukraine.
