Проблеми оцінювання ризиків в інноваційному процесі

Abstract

Проаналізовано поняття ризику, розглянуто варіанти виникнення інноваційних ризиків, а також наведено різні класифікації ризиків, з якими може зіткнутися підприємство під час реалізації інноваційних проектів. Проаналізовано статистичну інформацію щодо джерел фінансування інноваційної діяльності. Використано досвід розвинених країн, де на перший план висуваються завдання формування середовища, яке стимулює інноваційні процеси на промисловому підприємстві, створює можливість для комерціалізації результатів науково-дослідних розроблень і кооперації між державним, університетським та підприємницьким секторами наукової, навчальної та промислової діяльності, у тому числі стимулює надходження інвестицій, знижує ризик інноваційних проектів. Проаналізовано Закон України «Про інноваційну діяльність». Уточнено систему ідентифікації ризиків. Також подано алгоритм управління ризиками, розглянуто методи кількісного оцінювання ризику, способи захисту і мінімізації ризиків.

The notion of risk is analyzed, the variants of innovative risks origin are considered and the different risks classifications which can be faced by the enterprise while implementing the innovation projects are provided. The statistical data on sources of financing innovations are analyzed. From the statistical data the positive trend of increased spending on innovation activities in the past six years is observed indicating the increase in this field of activities in case of the expansion of innovation in our country. The experience of developed countries in which at the fore is task of forming the environment which stimulates innovation processes in an industrial enterprise, creates the opportunity for commercialization of the research and development, promotes cooperation between government, university and business sectors of scientific, educational and industrial activities, stimulates the flow of investments to reduce the risk of innovative projects is used. It is proved that risk accompanies the innovation process. The Law of Ukraine "On the innovation activity" is analyzed. The system of risks identification is specified. The methods for quantitative risk assessment are defined. The most common ones are: the statistical (including the method of statistical experiments or Monte Carlo method), analytical, decision-tree analysis and probabilistic approach, method of the financial stability assessment, method of expert evaluations, normative method, method of analogies etc. Each of these methods has its own advantages and disadvantages and is used in very specific situations; universal method acceptable to all cases does not exist. The risks management algorithm is presented, the methods for quantitative risks assessment how to protect and minimize risks of the innovation process are discussed.
