Фінансово-екологічна політика держави у сфері природокористування

Abstract

Висвітлено питання, пов’язані з природно-екологічною безпекою держави. Увагу приділено фінансово-екологічній політиці держави у сфері природокористування із визначенням основних недоліків вітчизняного економічного механізму екологічної політики задля визначення шляхів підвищення рівня екологічної безпеки. Найбільш гострим питанням є поєднання економічних пріоритетів виробництва з екологічною переорієнтацією соціально-економічного розвитку. Визначено, що стрижнем екологічної політики України має бути стимулювання природоохоронної діяльності, яке ґрунтується на існуючій методологічній базі, апробованій вітчизняною практикою, а також враховує досягнення інших країн у вирішенні екологічних проблем. Обґрунтовано необхідність удосконалення діючого економічного механізму природокористування і природоохоронної діяльності та формування стабільних джерел фінансування природоохоронних заходів. Доведено, що в умовах переходу до ринкових відносин органічною складовою системи управління і регулювання економіки має стати стимулювання охорони і відтворення природно-ресурсного потенціалу країни шляхом створення відповідних економічних умов (інвестиційних, податкових, кредитних тощо).

The essence and basic problems of rational nature management as the only way of providing the maximum economic effect while maintaining the ecological balance of natural and human systems (ecosystems, landscapes) are presented in the article. The questions related to natural and environmental security are considered. Attention is given to the financial and environmental policies of the government in the nature management with the determination of basic disadvantages of the domestic economic mechanism of environmental policy with the aim to identify the ways to improve environmental safety. The most urgent issue is the combination of the economic priorities of the ecological reorientation of socio-economic development. It is determined that the promotion of environmental activities based on the existing methodological base tested by domestic practice and taking into account the achievements of other countries in solving environmental problems should be the core principle of environmental policy in Ukraine. The need in the development of a strategy of the nature management financial regulation based on a set of economic instruments such as subsidizing the enterprises carring out the activities against environmental pollution; ecological damage taxation; fees for environmental pollution; direct negotiations and agreements between the parties (“polluters” or “those who are polluted”) concerning compensation for losses; granting individuals the ownership of natural resources and payments collection by the government in the reduced amount due to the improvement of their environmental situation etc. is discussed. The need for improvement the existing economic mechanism of nature management and the formation of stable sources of funding the environmental activities is grounded. It is shown that in the process of transition to a market economy the stimulation of protection and reproduction of natural resources of the country should become an integral part of the management and regulation of the economy by creating proper economic conditions (investment, tax, credit ones etc.).
