Адаптація регіональної екологічної політики до особливостей територіальних спільнот базового рівня

Abstract

Систематизовано екологічні ситуації, які формуються на місцевому рівні в результаті здійснення антропогенної діяльності людини і які зумовлюють потребу реалізації регіональної екологічної політики. Наведено причини, які зумовлюють потребу регіоналізації екологічної політики та зрізи такої політики. Обґрунтовано необхідність адаптації регіональної екологічної політики до особливостей територіальних спільнот базового рівня. Шляхами адаптації регіональної екологічної політики до особливостей територіальних спільнот базового рівня визначено: стимулювання формування екологічних кластерів з боку місцевих органів державної влади та органів місцевого самоврядування; побудова екологічних провінцій; розвиток екологічного бізнесу. Визначено переваги кожного з напрямів. Наведено заходи, які повинні бути реалізовані в межах стимулювання формування екологічних кластерів з боку місцевих органів державної влади та органів місцевого самоврядування; побудова екологічних провінцій; розвиток екологічного бізнесу.

The environmental situations that are formed at the local level as a result of the implementation of anthropogenic activities of the human beings and which cause the need for the implementation of regional environmental policy are systematized in the paper. The reasons that cause the need for regionalization of environmental policy are disclosed. The necessity of the regional environmental policy adaptation to the peculiarities of the territorial communities of base level is grounded. The ways of the regional environmental policy adaptation to the peculiarities of the territorial communities of base level are as follows: stimulation of the formation of the ecological clusters by local authorities and local self-governments; construction of the ecological provinces; development of the environmental business. The advantages of each of these ways are determined. The importance of the implementation of socially responsible activities of the organizations and its support by the local authorities is proved. The principles of the socially responsible activities of the organizations are listed and their content is disclosed. The intrinsic characteristics of the organization’s preventive work aimed at the protection of the environment is given in the article.
