Рекомендації щодо комплексного оцінювання результатів реструктуризації підприємств

Abstract

Розкрито основні методи оцінювання економічних наслідків реструктуризації підприємств. Проаналізовано напрацювання науковців у напрямку розроблення комплексної методики оцінювання результатів реструктуризації господарюючих суб’єктів. Запропоновано основними елементами комплексного оцінювання результатів реструктуризації вважати: оцінювання зміни цільового показника/показників; оцінювання ефективності реструктуризації; оцінювання зміни ринкової вартості підприємства. Для цілей проведення порівняльного оцінювання альтернативних реструктуризаційних заходів на етапі планування процесу структурних перетворень на підприємстві розроблено порядок розрахунку інтегрального показника результативності реструктуризації на основі введення коефіцієнтів вагомості показників оцінювання та урахування такої характеристики середовища прийняття рішень, як часткова невизначеність.

The basic methods of evaluation of enterprises restructuring economic consequences are exposed. Works of scientists in the direction of development of restructuring complex methodology of evaluation results are analyzed. Recommendations are set forth in relation to the complex evaluation of enterprises restructuring results on the stage of choice of optimal restructuring measures and the stage of evaluation of results of the already conducted structural transformations. The basic elements of complex evaluation of restructuring results are suggested to be: evaluation of change of a special purpose index/indexes; evaluation of restructuring efficiency; evaluation of change of the enterprise’s market value. In order to calculate the restructuring effectiveness an integral index is worked out for the aims of realization of comparative evaluation of alternative measures on the stage of planning of structural transformations process on an enterprise. On basis of the offered integral index a midpoint is fixed by the values of change of a special purpose index/ indexes, efficiency of restructuring and change of market value of enterprise for alternative restructuring measures. The offered integral index provides for taking into account of weight level of component indexes of evaluation of restructuring results, and also factor of vagueness at prognostication of restructuring economic consequences. The weight coefficients are set on the basis of considering the character of intercommunication between the indexes of evaluation of restructuring economic results and complexity of their economic maintenance. The factor of vagueness of decision-making environment is considered on the basis of the use of functions of utility, which allowed to balance the interests of the subject of decision-making to get an income by inclination to risk in relation to a desire.
