Короткий огляд (реферат): Мета роботи провести комплексний огляд стандартів розумних міст. Проаналізовано визначення розумного міста. Поглиблений аналіз, виявив деякі спільні риси, що характеризують розумні міста, тобто роль інновацій і технологій, екологічні вимоги, економічний і соціальний розвиток. Протягом останніх років, використання ІКТ було включено до основи Smart City; це означає, що цифрове місто стає частиною розумного міста. Проаналізовано світовий та європейський досвід формування сталого розвитку «розумних міст» та «розумних спільнот» на основі технічного регулювання у сфері стандартизації та оцінки відповідності. Висловлено низку пропозицій щодо формування вітчизняної внутрішньої інтелектуальної інфраструктури як основи європейського гігантського інтелектуального консорціуму, який використовує в якості технологічної платформи інтегровану інформаційно-енергетичну мережу.
The purpose of the work is to conduct a comprehensive review of smart city standards. The definition of a smart city is analyzed. An in-depth analysis revealed some common features that characterize smart cities, ie the role of innovation and technology, environmental requirements, economic and social development. In recent years, the use of ICT has been incorporated into the core of Smart City; this means that the digital city is becoming part of the smart city. The world and European experience of formation of sustainable development of "smart cities" and "smart communities" on the basis of technical regulation in the field of standardization and conformity assessment is analyzed. A number of proposals have been made for the formation of domestic internal intellectual infrastructure as the basis of a European giant intellectual consortium, which uses an integrated information and energy network as a technological platform.
