Військові видатки та соціальні наслідки глобальної турбулентності

Abstract

Досліджено сутність військових видатків країни. Проведено аналіз та вивчено динаміку зміни військових видатків країн в умовах зміни геополітичної ситуації в світі та їх вплив і наслідки на соціальне та економічне забезпечення країни в умовах ведення бойових дій та післявоєнний період. Доведено, що належне фінансування на забезпечення обороноздатності країни впливає не тільки на військову міцність, а й має безпосередній вплив на економічні процеси. У дослідженні визначено поняття військовий бюджет країни та його основні елементи. Проведено порівняльний аналіз військових видатків окремих країн світу, визначено частку військових витрат від загальних витрат країни у грошовому еквіваленті та у відношенні до валового внутрішнього продукту. Досліджено вплив на міграційні процеси, які відбуваються у країні в період військової агресії та їх можливі наслідки для подальшого розвитку економіки. Розглянуто основні міграційні тенденції за віковою та гендерною ознаками. Міграція населення за межі країни у короткотерміновий період та його повернення після завершення бойових дій у соціально- економічному ефекті хоча і впливає на зменшення працездатного населення, проте дає можливість зменшити видатки на підтримання та забезпечення належного рівня життя такого населення, а його не повернення після завершення війни можуть бути для країни катастрофічними, так як це впливає на розвиток виробничого потенціалу у період її післявоєнної відбудови, що призведе до зменшення ВВП. Визначено, що вивчення питання необхідності ведення збалансованої політики щодо військових видатків та врахування наслідків у такій політиці на даний час є актуальним з погляду економічних, демографічних та соціальних процесів. Визначено основні напрямки, які необхідно вживати щодо запобігання економічному спаду та демографічній кризі у післявоєнний період. І єдиним можливим шляхом підвищення безпекового рівня громадян є європейська інтеграція країни у цивілізований світ, участь у військовому альянсі провідних країн світу як повноправний член НАТО, а також розвиток і зміцнення власних збройних сил.

The article examines the essence of the country's military expenditures. The dynamics of changes in military expenditures of countries in the context of changes in the geopolitical situation in the world and their impact and consequences on the social and economic support of the country in the conditions of hostilities and the post-war period were analyzed and studied. It has been proven that proper funding for ensuring the country's defense capability affects not only military strength, but also has a direct impact on economic processes. The study defines the concept of the country's military budget and its main elements. A comparative analysis of the military expenditures of individual countries of the world was carried out, the share of military expenditures from the country's total expenditures in monetary terms and in relation to the gross domestic product was determined. The impact on the migration processes that take place in the country during the period of military aggression and their possible consequences for the further development of the economy are studied. The main migration trends by age and gender are considered. Migration of the population outside the country in the short-term period and its return after the end of hostilities in the socio-economic effect, although it affects the reduction of the working population, but it makes it possible to reduce expenses for the support and ensuring the proper standard of living of such a population, and not its return after the end of the war can be catastrophic for the country as it affects the development of production potential during its post -war reconstruction, which will lead to a decrease in GDP. It was determined that the study of the need to conduct a balanced policy regarding military expenditures and take into account the consequences of such a policy is currently relevant from the point of view of economic, demographic and social processe s. The main directions that must be taken to prevent economic decline and demographic crisis in the post-war period are defined. And the only possible way to increase the security level of citizens is the European integration of the country into the civilized world, participation in the military alliance of the leading countries of the world as a full member of NATO, as well as the development and strengthening of its own armed forces.
