Регіональний економічний розвиток та доцільність уточнення суті і змісту поняття «регіональний менеджмент»

Abstract

На основі критичного аналізу досліджень, оцінювань і рекомендацій світових та вітчизняної шкіл менеджменту в сфері управління економічним розвитком регіональних суспільних систем та визначення ролі в цьому процесі регіонального менеджменту обґрунтовано і запропоновано нову інтерпретацію взаємозв’язку таких понять, як «державне управління (урядування) – регіональне управління (державне і самоврядне управління та менеджмент) – адміністрування – традиційний менеджмент». На основі цього взаємозв’язку запропоновано виділити і визначити як окремі й невіддільні складові системи управління регіоном такі дефініції, як «регіональний менеджмент» і «система регіонального менеджменту». З позицій удосконалення управління соціально-економічним розвитком регіональної суспільної системи будь-якого рівня і масштабу сформульовано завдання з їх подальшого використання в процесах і процедурах управління-менеджменту розвитком регіонів України.

The modern concept of self-development regions formed at the turn of the twentieth and twenty-first centuries and is known as the «new regionalism» is based on the concept of regional development, which is based on specific characteristics, goals and interests of each region in terms of the transfer of responsibility for these processes in place authorities. However, in Ukraine continued practice of using traditional approaches and methods to the management of regional social systems hinders the processes of self formation and self-development, which reduces their competitiveness in today’s globalization – regionalization. Based on a critical analysis of research estimates and recommendations of international and domestic management schools in the field of economic development of regional social systems, as well as the role in this process as a distinct and important component of regional management reasonable and offered a new interpretation of the relationship of concepts such as «public administration ( government ) – regional Office (state and self – management and management) – administration (administrative management) – a traditional management». Based on this relationship offered isolate and identify as separate and inseparable components of the system of regional management such definitions as «regional management" and "system of regional management». From the standpoint of improving the management of socio – economic development of regional public system at any level and scale defined objectives with their use in processes and procedures, management development regions of Ukraine with a significant potential for saving and increasing their competitiveness.
