Соціальний захист населення в контексті надання соціальних допомог: сучасний стан і пріоритети

Abstract

Розглянуто особливості призначення та виплати основних державних соціальних допомог малозабезпеченим верствам населення в Україні: державної допомоги у зв’язку з вагітністю та пологами; допомоги при народженні дитини; допомоги по догляду за дитиною до досягнення нею трирічного віку; допомоги на дітей, над якими встановлено опіку чи піклування; допомоги на дітей одиноким матерям; допомоги при усиновленні дитини; державної соціальної допомоги малозабезпеченим сім’ям; державної соціальної допомоги інвалідам з дитинства та дітям-інвалідам. З’ясовано перспективи розвитку вітчизняної системи соціальної допомоги в умовах соціально-економічних перетворень в Україні. З метою посилення ефективності системи соціальної допомоги окреслено основні напрями її реформування в сучасних умовах.

Theoretical aspects of the population’s social protection are presented in the article. The features of assigning and paying the basic state social payments to low-income groups of population in Ukraine are examined. The author emphasizes on the following ones: state aid due to the pregnancy and childbirth; aid at childbirth; aid for child care until the three-years-old age; aid to children who are in ward or care; aid to single mothers; aid for child’s adoption; state social aid to needy families; state aid to those disabled from childhood and handicapped children. Pragmatics of the way how basic state social aids may be appointed by the Central Administrative Board of Labour and Population’s Social Protection in Ternopil region during 2009-2011 is analyzed. The dynamics and structure of the recipients quantity and sums of state social aids accrued according to the Central Administrative Board of Labour and Population’s Social Protection in Ternopil region data during 2009-2011 are described by the author. The prospects of how the domestic system of social aid can be developed under the conditions of social and economic transformations in Ukraine are evaluated. In order to increase the efficiency of the social aid system the main directions of its reform under modern conditions are outlined by the author.
