Утримання комунальної власності територіальних громад: досвід країн загального добробуту

Abstract

Проаналізовано досвід утримання комунальної власності в країнах загального добробуту та визначено ключові аспекти адаптації перспективних напрямів в умовах України. Доведено необхідність розроблення визначеної проблематики як складової соціальної політики на місцевому та загальнонаціональному рівнях.

Communal property is an unassisted form of the social property that is the property of the territorial community. Local communities play an important role in the economic system which, in its turn, requires forming of the adequate conditions for their efficient performance. The development of the marketplace requires a drastic increase of the role of regional administration and the municipality of domicile to reach a considerable level of usage of the communal ownership. The choice of the direction of this study is due to the practical need to develop approaches and methods of use of the communal property of the territorial community due to the lack of systematic research and methodological approach. The priority guidelines of state regulation in this sphere have been defined based on summarizing the current trends of regulating the processes of territorial community’s communal property maintenance. The necessity to develop the specified problem as the constituent of the social policy at the local and national level has been proven. The analysis of the experience of the territorial communities’ communal property maintenance in the developed countries has been held. The key aspects for adjustment of the prospective directions in the Ukrainian conditions have been specified.
