Кластерний підхід в організації управління господарством сучасного регіону та можливості оцінювання ефективності функціонування кластерів

Abstract

Проаналізовано питання управління господарством сучасного регіону на основі кластерного підходу, проблеми формування інноваційних форм організації господарством сучасного регіону та можливостей оцінювання економічної ефективності функціонування кластерних об’єднань, як інноваційних форм господарювання, розглянуті поняття «простір», «економічний простір», «кластер», «економічна ефективність функціонування кластеру». Також Зроблено висновок, що цей підхід до управління забезпечує розвиток регіональної економіки на засадах оптимального управління ресурсами. Наведено методику оцінювання ефективності функціонування промислових кластерів.

The issues of management of the modern region economy on the basis of cluster approach, problems of formation of innovative forms of the modern region economy and the opportunities to assess the economic efficiency of the cluster associations functioning as innovative forms of management are analyzed in the paper. The notions of «space», «economic space», «cluster» and “economic efficiency of the cluster functioning” are considered. Also it is concluded that this approach to the management provides the development of the regional economy on the basis of optimal management of resources. The evaluation technique of the industrial clusters functioning efficiency is introduced. The author claims that region as a territorial entity is a rather complicated system, which combines many aspects and determines the necessity of research of the basic forms of the regional organization of economic space. This will make possible to formulate the basic principles of the regional socio-economic systems functioning, possible models of their structures, peculiarities of their location and development within a given territory. An effective functioning of the industrial complex of the region, as part of the economic space, is based on the integration approach and the formation of the industrial complex in the region on the basis of the cluster approach results in a number of advantages and makes possible to improve the investment and industrial potential of the region. The presented method of calculating the economic efficiency of the industrial clusters functioning makes it possible to research the trends of development of the cluster associations at the regional level and to adjust the own cluster policy. The same problems can be solved by the heads of the cluster associations on the basis of the proposed methodology with the aim to determine the real situation in the association and in its separate subdivisions.
