Шляхи підвищення рівня фінансової безпеки України на сучасному етапі

Abstract

Визначено сутність та основні складові фінансової безпеки держави. Охарактеризовано можливі внутрішні та зовнішні загрози фінансовій безпеці України, які слід враховувати при розробленні шляхів підвищення її рівня. Проаналізовано причини виникнення кризових явищ у фінансовому секторі Греції та Аргентини з метою запобігання дефолту в Україні. Проведено характеристику тих реформ, що заплановані Програмою економічних реформ Президента «Заможне суспільство, конкурентоспроможна економіка, ефективна держава», а також здійснено аналіз їх впливу на безпеку фінансового сектора економіки. Систематизовано шляхи підвищення рівня фінансової безпеки в розрізі таких складових, як бюджетна, валютна, боргова, зовнішньоекономічна, грошово-кредитна безпека, безпека фондового та страхового ринків.

The essence and the basic components of financial security are determined in the article. The list of factors that affect the financial security is provided by the author. The possible internal and external threats to the financial security of Ukraine, which should be considered while developing ways for increasing its level are described by the author. The reforms that are planned in the President Program of economic reforms “Prosperous Society, Competitive Economy, Effective State” are characterized and their impact on the financial sector security is analyzed. The ways to improve the level of financial security in such sections as fiscal security, monetary security, debt security, foreign trade security, monetary security, stock market security and insurance market security are systematized by the author. The reduction of the tax burden, improvment of the tax legislation, tax fairness which are planned in the President Program of economic reforms have been positively evaluated by the author. Implementation of these measures is essential and therefore requires real measures that will stimulate business activity, increase tax revenues to be undertaken. In the article the special attention is given to the state debt security of Ukraine. The causes of the financial crisis in Greece and Argentina are analyzed in order to avoid default in Ukraine. The ways of legalization of Ukrainian economy in the context of the President Program of economic reform are considered by the author. The main measures for overcoming the "shadow" schemes of wages payments used in the world are summarized in the article. The objectives of the National Bank of Ukraine needed to be done for improving the money market security and financial security in general are defined. The tasks of the stock market and the insurance market are provided in order to increase their level of security.
