Abstract: Статтю присвячено огляду інструментів аналізу впливу зовнішніх і внутрішніх факторів на систему «якість освіти» в навчальному закладі. Визначальним фактором в аналізі стану розвитку освітньої діяльності у закладі освіти є визначення рівня ефективності системи забезпечення якості освітньої діяльності та якості освіти. Саме ця система дає змогу управляти освітньою діяльністю закладу освіти на будь-якому рівні, від школи до університету. Метою роботи є пропозиція комплексного алгоритму оцінювання впливу зовнішніх і внутрішніх факторів, у тому числі соціально-економічних, на систему «якість освіти» та формування переліку індикаторів оцінки результатів цього аналізу у вигляді елементів стратегії розвитку закладу освіти. В межах роботи для аналізу впливу зовнішніх і внутрішніх факторів на систему «якість освіти» використано абстрактно-логічний метод, метод аналогій, метод індукції-дедукції. Окрім інструментів, що застосовуються при дослідженні економічних систем, застосовано також схеми, притаманні опису технічних та інформаційних об’єктів зі встановленням аналогії між технічними і соціально-економічними системами. В роботі застосовано комбінацію декількох інструментів: SWOT-аналізу для оцінки внутрішнього та зовнішнього стану системи «якість освіти», PESTEL-аналізу для оцінки впливу внутрішніх і зовнішніх факторів на систему «якість освіти», причинно-наслідкову діаграму Ісікави для аналізу основних проблем забезпечення якості освіти (на основі критеріїв оцінки освітніх програм від Національного агентства із забезпечення якості вищої освіти), поєднання циклу Демінга та методів тестування програмних продуктів для визначення працездатності системи «якість освіти». За результатами досліджень представлено місце кожного із інструментів аналізу в загальному алгоритмі формування стратегії розвитку закладу освіти. Використання запропонованого алгоритму можливе не лише для системи «якість освіти», а й для інших систем побудови моделей контролю та управління процесами забезпечення відповідності елементів визначеним показникам/індикаторам.
Статья посвящена обзору инструментов анализа влияния внешних и внутренних факторов на систему «качество образования» в учебном заведении. Определяющим фактором в анализе состояния развития образовательной деятельности в учебном заведении является определение уровня эффективности системы обеспечения качества образовательной деятельности и качества образования. Именно эта система позволяет управлять образовательной деятельностью учреждения образования на любом уровне, от школы до университета. Целью работы является предложение комплексного алгоритма оценки влияния внешних и внутренних факторов, в том числе социально-экономических, на систему «качество образования» и формирования перечня индикаторов оценки результатов этого анализа в виде элементов стратегии развития учебного заведения. В рамках работы для анализа влияния внешних и внутренних факторов на систему «качество образования» использованы абстрактно-логический метод, метод аналогий, метод индукции-дедукции. Кроме инструментов, применяемых при исследовании экономических систем, использованы также схемы, присущие описанию технических и информационных объектов с установлением аналогии между техническими и социально-экономическими системами. В работе применена комбинация нескольких инструментов: SWOT-анализ для оценки внутреннего и внешнего состояния системы «качество образования», PESTEL-анализ для оценки влияния внутренних и внешних факторов на систему «качество образования», причинно-следственная диаграмма Исикавы для анализа основных проблем качества образования (на основе критериев оценки образовательных программ от Национального агентства по обеспечению качества высшего образования), сочетание цикла Деминга и методов тестирования программных продуктов для определения работоспособности системы «качество образования». По результатам исследований представлено место каждого из инструментов анализа в общем алгоритме формирования стратегии развития учебного заведения. Использование предложенного алгоритма возможно не только для системы «качество образования», но и для других систем построения моделей контроля и управления процессами обеспечения соответствия элементов определенным показателям / индикаторам.
The article is devoted to reviewing tools for analyzing the impact of external and internal factors on the system of "quality of education" in the educational institution. The determining factor in the analysis of the state of development of educational activities in the educational institution is determining the level of efficiency of the quality assurance system of educational activities and the quality of education. This system makes it possible to manage the educational activities of the educational institution at any level, from school to university. The article aims to propose a comprehensive algorithm for assessing the impact of external and internal factors, including socio-economic, on the system "quality of education" and the formation of indicators list for assessing this analysis's results as elements of educational institution development strategy. In the framework of the study to analyze the influence of external and internal factors on the system "quality of education," the abstract-logical method, the method of analogies, and induction-deductions are used. In addition to the tools used in the study of economic systems, the schemes inherent in the description of technical and information objects with an analogy between technical and socio-economic systems are also used. A combination of several tools: SWOT-analysis to assess the internal and external state of the system "quality of education", "PESTEL-analysis to assess the impact of internal and external factors on the system" quality of education", Ishikawa causal diagram to analyze the main problems of quality assurance education (based on the criteria for evaluating educational programs from the National Agency for Quality Assurance in Higher Education), a combination of the Deming cycle and methods of testing software products to determine the performance of the "education quality" system are used in the article. According to the research results, each of the analysis tools in the general algorithm of forming the educational institution's development strategy is presented. The use of the proposed algorithm is possible for the system "quality of education" and other systems for building models of control and management of the processes of ensuring the compliance of elements with certain indicators.
