Оцінювання інноваційного розвитку регіонів України

Abstract

Проведено аналіз сучасних світових підходів до оцінювання інноваційного розвитку регіонів, визначено особливості здійснення такого оцінювання для регіонів України. Сформовано систему показників та визначено підходи для обчислення Національного підсумкового індексу регіональної інноваційності (Regional National Summary Innovation Index). На основі проведеного просторового аналізу інноваційної діяльності регіонів із використанням методики Європейської комісії розрахунку Національного підсумкового індексу інноваційності здійснено диференціацію регіонів України за рівнем інноваційної діяльності. Це у подальшому дозволило на основі отриманих індивідуальних значень НПІРІ виокремити на території України чотири групи, які відповідають типам регіонів щодо їх інноваційної діяльності (регіони-лідери, регіони з високим та середнім рівнями інноваційності та регіони з невисоким рівнем інноваційної активності (аутсайдери)).

The analysis of modern world approaches to the estimation of innovative development of regions is conducted; the peculiarities of realization of such estimations for regions of Ukraine are defined by the author. In different countries different approaches are used to form plurals of indexes, which are based on available in these countries statistical data. Calculating of index of innovations in the USA 22 indexes are used. In the method which is developed by the experts of European Commission 13 indexes are used. The direct use of these methods becomes complicated by differences in the accounting of statistical information in the USA, in European countries and in State Statistics Service of Ukraine. The system of indicators is formed and the approaches for calculating Regional National Summary Innovation Index are determined in the article. For the estimation of innovative development of regions of Ukraine a modern actual statistical information source about innovative activity of separate regions of Ukraine that is the report about the competitiveness of regions of Ukraine is used. On the basis of the conducted spatial analysis of innovative activity of regions using the method of the European commission of calculation of the National Final Innovation Index the differentiation of Ukraine regions is made according to the level of innovative activity. In the future on the basis of RNSII received individual meanings it will allow to select on the territory of Ukraine four groups (regions-leaders, regions with high and middle innovative levels and regions with low level of innovative activity (outsiders)). The conclusions are made that offered approach to the estimation of innovative development of Ukraine’s regions is based on using of modern actual source of statistical information about innovative activity of separate regions of Ukraine that is the report on competitive ability of Ukraine regions. In 2012 the highest concentration of innovative activity is observed in Kharkiv region and the lowest one is in Chernihiv region.
