Удосконалення системи управління екологічним станом східних регіонів України

Abstract

Закцентовано увагу на тому, що в сучасних умовах низький потенціал демографічного та економічного розвитку регіонів України значною мірою зумовлений негативною екологічною ситуацією. Визначено основні причини кризових явищ в екології східних регіонів України. Запропоновано перспективні напрями діяльності в галузі поліпшення очищення шахтних вод. Визначено систему заходів, спрямованих на досягнення ефективного використання наявних водних ресурсів. В якості основного напрямку в галузі поліпшення стану повітряного басейну східних регіонів України запропоновано комерційну утилізацію газу. Охарактеризовано ситуацію з накопичення промислових відходів. Визначено основні напрямки зниження негативного впливу накопичених промислових відходів на демографічний розвиток східних регіонів України.

The attention is focused on the low potential of demographic and economic development of Ukrainian regions which is to a large extent caused by a negative ecological situation. The author’s own opinion on the specifics of the environmental problems in the East regions of Ukraine, the primary reasons of their emergence in particular is stated. The main reasons for the crisis ecological situation in the East regions on Ukraine are determined. The ones worth to be noted are: high concentration of industrial facilities, outdated technologies, wear of fixed assets, low level of production culture, absence of the accurate program and financing of ecological improvement. The main environmental problems as results of industrial production are characterized. Perspective activities in improving the mine waters’ purification are offered. They are: creation and use of necessary regulating capacities in all the mines precipitation tanks, reconstruction of the available wastewater treatment plants, full cleaning of all polluted reservoirs, restoration of dams. The system of the actions aimed at achievement of the effective use of the available water resources is defined as follows: desalting of the mineralized mine waters, usage of energy saving technologies in the industry, reduction of volumes and a deeper processing of production waste, transition to the drainless water supply systems. Commercial utilization of gas as the main direction of improving the air basin in the East regions of Ukraine is offered. The situation with the accumulation of industrial waste is characterized. The main activities to be undertaken for decreasing the negative impact of the accumulated industrial waste on demographic development of the East regions of Ukraine are identified. The conclusion about the need of government and public intervention in the process of production restructuring in the East regions of Ukraine is drawn.
